I find it hard to believe that Sithrus hasn't realized that Julien is Emmet. Especially since it was implied they were good friends once.

Were his behaviors and skillset completely different? Possibly. With his memory wiped, he'd grown in a way unrecognizable by Sithrus. But he'd still be suspicious, especially since Julien often acts as if he has a seer's foresight. Maybe he'd think it's a prediction or intuition like skill, like Leon's?

Ah. Maybe they met far later. Since before all this, he hardly had any kind of relationship apart from his brother. That 'Emmet' is completely unknown to him. 

Julien, often makes mistakes so matching him with the all-seeing perfect, and scary manipulator that is Orcaleus, would be downright impossible. This also explains why erased his own memories.

But that takes some scary level scheming. Oracleus would have to make sure Julien acted in certain way. And behold, the system. Its the perfect tool to guide him. Oracleus probably made it himself.
