    To slightly expland on this I'd say it's not completely as you say.

    Like one of the previous quotes said:

    "Everyone has a right to live and everyone has a right to die but no one is innocent."

    I believe Fang Yuan's character is more like this. He is competely indifferent to both life and death. He will let people live and he will let people die.

    In this sense it is not a chain that binds him but a tool he uses. If it benefits him he will use the life and death of others to profit.

    "all living beings deserve a chance of life.

    He used the interpretation of all lifes equally deserves death.

    It's a good indicator of what comes next.
