An organization like the CIA, noted for its penchant for acting before reporting, could commit acts independent of military decrees even on Earth, let alone in the Otherworld that lacks international regulation.
Throughout the years of turmoil in the Otherworld, the CIA has bypassed the president and expanded the United States’ influence in the Otherworld in its own name.
Since the Otherworld War, successive U.S presidents have publicly proclaimed CIA’s operations to be at an uncontrollable brink, yet no one could manage them, only to watch helplessly as they act recklessly in the Otherworld.
Considering Luoer’s understanding of the CIA, their actions are not surprising at all. What does come as a surprise, however, is why they are targeting Eve. Is it merely due to her connection to Fu’en?
No, although the CIA is known for its arbitrary actions, they seldom target an individual without cause. Having killed Fu’en on Earth and thus achieved their objective, why did they travel to Holy Heart City to eliminate those associated with Fu’en?
The only explanation that Luoer could think of was that Eve and her brother had information related to Fu’en, which made the CIA regard them as thorns in their side, otherwise their actions were unexplainable.
With this thought, Luoer happened to glance at Eve. He had originally thought this was merely an accident, but unexpectedly, he found himself in possession of some valuable information, something they had not anticipated before their journey.
No matter what, Eve held some extent of information. Whether significant or trivial, Luoer believed he should find it out. For Luoer, any information associated with Fu’en was highly valuable.
Eve evidently noticed Luoer’s gaze, causing her to step back reflexively, watching him with furrowed brows, fearing he would do something outrageous.
Whatever the case, the information they had on Eve and her brother from the Booze Ghost Gang’s informant possibly ended here. After all, the informant was just a small fry. He had already troubled himself greatly just providing them with that much information. Now Luoer intended to ask him questions about the Booze Ghost Gang.
"I ask you, have you recently been in conflict with the Hound Gang?" Luoer started to inquire.
"Yes, you’re right..." The informant addressed Luoer cautiously, unsure of Luoer’s identity.
"I have heard that Azita, the leader of the Hound Gang, has returned. Is this true?" Luoer continued his questioning.
"Yes, he returned to Holy Heart City without warning and took control of the Hound Gang again, vying for the territory that we had so painstakingly occupied," the informant answered honestly.
"What’s the current state of affairs between you and the Hound Gang?" Luoer asked.
"Um..." The informant opened his mouth hesitantly, as though he was struggling to find the right words.
"Don’t worry, I’m not from the Hound Gang. I’m just asking out of curiosity," Luoer waved his hand seeing the informant’s apprehension.
Upon hearing this, the informant breathed a sigh of relief, then began, "As far as we’re concerned, we’re faring well. Although the Hound Gang used to run things here, their strength has significantly weakened since the Church Court crackdown. They pose no threat compared to us, especially since we have foreign aid..."
Noticing his slip, the informant quickly clamped his mouth shut.
"What foreign aid?" Luoer asked with a smile.
"This..." The informant hesitated once again.
"You and I agreed already, don’t test my limited patience," Luoer casually threatened.
"I’ll say it, I will!" The implicit danger in Luoer’s calm words caused the informant to instantly capitulate.
"It’s those who ordered us to kill the half-elves. They’re supplying us with weapons, Otherworld magic weapons!" responded the informant urgently.
Hearing this, Luoer nodded in satisfaction. This made the situation clearer. Their initial worries were unnecessary. Instead of continuing to support Azita, the CIA had immediately aligned itself with the Booze Ghost Gang.
However, a problem arises. With the support of the CIA behind the Booze Ghost Gang, and with the headquarters clearly stating that they would not support Azita, he feared that Azita was headed towards imminent destruction.
Luoer didn’t have much affection for Azita, but at the moment, his defeat at the hands of the Booze Ghost Gang wasn’t in headquarters’ best interests. Because once the CIA used the Booze Ghost Gang to defeat the competing Hound Gang, this meant they would once again have complete control over the underground forces in the eastern district of Holy Heart City.
This place was a transport hub in Odelanqi. If the CIA took control, they would end up on the backfoot. Although the Advance Team had the support of the Church Court, they couldn’t possibly always rely on them to clean up the mess.
No matter how safe the Church district was, the Advance Team couldn’t stay there forever. Once they left the district, they would inevitably step into the CIA’s sphere of influence and what would happen then was something Luoer really couldn’t predict.
Based on this reasoning, Luoer felt it was necessary to lend Azita some help, if not support him, at the very least not let the CIA-supported Booze Ghost Gang have it too easy. The best scenario would be to ensure that the eastern district’s underground was always in a state of opposition, making it difficult for the CIA to swallow the eastern district whole.
"So, are you planning to take down the Hound Gang now?" After a pause, Luoer continued to ask.
"It’s not that easy," Boozed Nose answered, "The Hound Gang, although scaled down, is made up of diehards. We can’t possibly take them all down in one fell swoop."
"Makes sense..." Luoer responded, nodding.
The Booze Ghost Gang, backed by the CIA, still managed to hold their own against the Hound Gang. It seems Azita still had some tricks up his sleeve.
"Er, sir, do you have other questions?" Boozed Nose asked tentatively.
"Let me think!" Luoer responded.
"Ah.. Take your time, just ask when you think of something." Boozed Nose took a deep breath, showing no sign of rebellion.
Actually, after several rounds, Luoer’s initial doubts had mostly been answered. The CIA didn’t continue to support Azita, but instead took sides with the Booze Ghost Gang. The arrest of the Eve siblings was also the CIA’s idea, the reason being their association with Fu’en.
What’s more, while the Booze Ghost Gang currently held the advantage, they still couldn’t take down the Hound Gang quickly, which gave them some room for maneuver. Now, Luoer had to consider whether or not to aid Azita through this difficult period.
This was the most debatable point, because without aid, even if each member of the Hound Gang was as capable as Rambo, they wouldn’t be able to compete with the Booze Ghost Gang, and their downfall was inevitable.
But, if they did provide aid, how exactly should they help, and to what extent? All these considerations needed to be taken into account.
What they needed was for the Booze Ghost Gang and the Hound Gang to maintain relative balance so that the Hound Gang could limit the Booze Ghost Gang’s development. If the support was too little, the Hound Gang would still be crushed, but too much support might not necessarily be a good thing either.
If the Hound Gang defeated the Booze Ghost Gang because of this, the CIA might likely hook up with the Hound Gang again. In this case, headquarters would end up working for others, and the CIA would benefit out of nowhere.
"Alright, I’ve asked nearly everything I wanted to. You can leave!" After thinking it over and making sure there were no more questions to ask, Luoer nodded at Boozed Nose.
"Th..Thank you, sir!" Boozed Nose was so moved he was nearly in tears.
Luoer walked out of the hut and told Hu Daoke to drag him out and whispered in his ear: "Leave him at the entrance of the alley, tell him not to look back, just keep moving forward, and don’t expose his face."
"Boss, really just let him go?" Hu Daoke asked wide-eyed.
"I promised him I would let him go." Luoer shrugged in response.
"This..." Hu Daoke was momentarily at a loss for words at his answer.
"Don’t worry, I’ve got this figured out. Killing him doesn’t benefit us, it’s only dirty work, but letting him go might bring us unknown benefits." Luoer said, reassuringly.
"Alright then, whatever you say, I’ll follow. You’re my boss, your decisions are always the wisest," Hu Daoke nodded, saying earnestly.
