Samuel was silent for two seconds. And said: "For now, I can only take it step by step."
"Is there anything I can help with?" Amalian inquired.
Samuel said, "The Salvador currently needs several billion in funds, which may not be possible, but..."
Suddenly, Samuel hesitated, and seeming conflicted.
"Speak freely. I’ll help in any way I can," Amalia sensed his hesitance.
