Just to make something clear:

That "or the reincarnation of an old friend" means they suspect the Fool is the reincarnation of an ancient being that the knew in the past.

Explanation:

We already knew that there can only be 3 sequence 1s in a single pathway as long as it doesn't have a God. Why?

Because the fixed and limited number of characteristics in a pathway can only produce 3 sequence 1s at most.

But what changes if there is a God in the pathway? Why would there be no sequence 1s in a pathway if it already has a God?

Because for a sequence 1 to ascend to Godhood, "he" or "she" needs to consume the other 2 sequence 1 characteristics. Only then would a new God be born. Thus, there can never be a sequence 1 Beyonder in a pathway that already has a God.

Reminder:
