To one that does not want to rule and conquer the world, spy agency is a way to control the information of the world, to sell it to the highest bidder, to assist capable rulers.

But for someone like Aeryon who wanted to rule, the spy agency is necessary to supplement the army.

If Aeryon has information but he could not use that information because of his soldiers is insufficient, it would feel like there is a delicious food in front of him but he could not eat it

That is why before, he focused on the army building, rectifying the discipline and fighting the war the way the tribes of the Steppe fight the war.

But once the army is stable, morale is high, the discipline is there, Aeryon focused on creating a spy agency.

Aeryon did give some of his insight on how to create an espionage agency to Mayeux

It is something new so he expected that Mayeux would make a lot of mistake and so he shares some of his insight. Even so, he did not dare say all the things he talks about could be implemented.

After all, Aeryon is starting from scratch.

The recruitment of spies is different than the recruitment of warriors and strategist, councillors and generals.

They look at different thing.

Mayeux himself is not that adept in creating a spy agency.

Aeryon himself did not dare say that he is all knowing.

But he knows some method and he gives this method all to Mayeux.

He believe if he gives this knowledge to Mayeux at least a blueprint of how to create a spy agency, he would be able to do it.

The first is the selection.

To create a spy agency, at least, the induvial that are chose must be individuals who possess skills such as stealth, intelligence, and the ability to blend in.

Aeryon suggested to Mayeux to look for people who are already trusted within the community, such as scouts, traders, or those with a knack for gathering information.

There is such case before like Burchu who knows about some information that other people did not know about

The information that he knows and get is only possible because he is there, local to that area

Burchu uses that information to then help the Brolgadhr tribe and wanting to gain fame so that he could join the Brolgadhr tribe as a warrior.

If he did not have such information he would not be able to do the things he did and attract his attention

What does this prove?

This prove that Local people and local warriors sometimes knows things that they could not know.

That is the matter of selection.

As for training, he also discuss these with Mayeux and they agree that some of the training that Aeryon wanted to do is too unrealistic and cost too much.

So, some of his plans had to be scrapped but some of it could be implemented

Such as training skills in disguise, languages, and intelligence breaking. Maybe he was to ambitions when he proposed this.

He just feel excited at the prospect of having an elite spy for himself.

Aeryon also wanted code breaking training but it would take too much time.

You could not tell them to run when they did not even crawl.

Mayeux is a person that Aeryon has great appreciation for because he simply fills the void that he sometimes missed.

He never loses in one-on-one single battle. An almost invincible warrior. His fame has also grown and even enemies tribe would always tries to create countermeasures against him and even make him a priority to pin down

And then there is Mayeux. Only in this era of contention that he could show and use his talents.
