The third victory is the victory of diplomacy.
Aeryon send his message of attacking the Yan city to many tribes.
He sent it to Utgard, to Chagai, to Haltur tribe, to the Burak tribe, to the other western tribes and even as far as the Altai and Timur tribe.
But out of all these tribes....only three answer the call.
The Sordkazan, the Esbizuk and the Khagai.
These three tribes by answering the call not only gain great prestige and reputation but also implies their intent to compete in this chaotic era.
Each of those three tribes all have the ability to stand toe to toe with Brolgadhr tribe.
And even though there was no formal alliance between them, the moment the three tribes answer his call, to the rest of the Southern Steppe, these three are connected by blood
They fought together and share bounty with each other.
Maybe later they would fight each other but for now, they would surely meet with each other more often and might even cooperate with each other.
The four tribes that attack Nurshira also recognize each other strength and when warriors recognize each other strength, they would respect each other.
Respect is very important in the Marynku culture just like in Yan culture.
The method of their respect and the way they convey it might be different from Yan, but the importance they put in such matter is the same
One day, when two tribes are at war with each other, who would the other tribes helps or aid when both of them ask for help?

Esbizuk in the East, Sordkazan that is conquering the small tribes and clans and the famous Khagai tribe that fend off the invasion of the Western Zhou.

And it is not like they were subordinates of Aeryon.

And the thieves that stole the nine horses basically gives the tribes that was affected a reason, a justification to test the elders of the Brolgadhr tribe.

These clans were small clans. Some are strong clan. As for the horses that belongs to the other tribes, those tribes are the tribes that was either destroyed or subjugated and assimilated into the Brolgadhr tribe
And even though they are now are part of the Brolgadhr tribe, they still rely on their former tribe members and this incident is like a chance for them to see the how the people of Brolgadhr treated them
Aeryon always spout how they are equal in his tribe and he would treat them like his own tribe members and these people wanted to see that promise
And even though the Elders was entrusted with the tribes, the one that would make the decision is Rukari.
Aeryon entrusted Rukari with the position. Because he trusted Rukari and because the Elders also have always been listening to Rukari words.
Elders have their own circle. In some tribes, the Elders are more powerful than the chief and at times could even infringe on the matter of the tribes.
Of course, such problem did not exist in Aeryon tribe.
Because all of the Elders of the Brolgadhr is the relative of Aeryon.
And even though there are now Council of Elders which also included the chief of the tribes and clans that was defeated by Aeryon, they did not hold much power in the Council of Elders.
The power of decision still lies mainly in the Elders of Brolgadhr. And the one holding the most sway in the Elders council, is Rukari, Aeryon uncle
Rukari when he first heard the incident dd not think of it as a big of a problem.
The horses was stolen on the morning.
And Rukari did send people to search around the vicinity of the Brolgadhr area and they did find traces but the search is not that detailed or vigorous.
Because compared to the thousands of horses that they now have, what is nine horses? It is but a drop in the ocean
Who would have though even before the sun could turn to afternoon, five people came to the Elder Tent and make this matter bigger than it should?
These five people are the owner of those nine horses. And each of them are from different clans and tribes.
It is then that Rukari felt that this incident is not so much as a small matter but a big matter. If Aeryon was here, he probably have his own method of handling this
But Rukari is not Aeryon and the method Aeryon could do is not the method that Rukari could do.
Rukari was forced to give a quick judgment on this matter.
And knowing that this matter has become big, Rukari summoned the people who were chasing the thieves and only then he knows that even though the one that stolen these nine horses are only a few dozen people, it is estimated that they are the famous robber of horses in the Steppe, the Black Wind bandits.
They are given this title because they wear dark clothes and dark bandana on top of their heads
They robbed horses, people and resources and they targeted small and large tribes. They would then sell these horses either to other tribes or other nations. The one that came to rob the horse might be one of the branches of the Black Wind bandits
The real Black Wind bandits is said to be on the northern side of the Great Steppe near the Roma borders.
They have many branches and all of them is scattered all around the Great Steppe. Rukari is not worried that the Black Wind bandit in the north would come down to the South
Because each and every Black Wind bandit branch is independent of each other.
The strongest is the one in the North.
As for the others, they simply are subordinates of the main sect.
Yes, they could be considered a sect.
The Black Wind bandit in the Southern Great Steppe is not that powerful.
They could not establish a foothold because nobody let them.
Anytime it seems that they have an influence, the other tribes would cooperate each other to make sure that they are eradicated before they could become the behemoth there were in the Northern Great Steppe.

From what Rukari got from the scouts, these Black Wind bandit branch is not that powerful and if Rukari mobilize a few hundred people, they could easily wipe out this branch before they move toward other parts of the Steppe
