Peter Brown treated the tender bidding for the Riverwater Valley Reservoir project as a matter of utmost importance and managed to clarify the entire situation within a day.

"Salem, what do you think our chances are of winning this project?" Peter summoned Salem Hill and immediately began to inquire.

Hearing Peter’s question, Salem Hill hesitated before saying, "Boss, to be frank, we basically have no chance at this project."

Seeing Peter’s gaze turn towards him, Salem added, "With investments of ten million, there was already fierce competition. Although our company was tracking it, our relationships are not in place—the leader in charge doesn’t have a good relationship with Henry Ford, so we were only following the project."

Peter asked, "What if we absolutely have to win this project?"

With a bitter smile, Salem replied, "Boss, I know this task has been placed on your shoulders but, honestly, it’s now escalated to a fifty to sixty million project. The competition at the provincial and municipal levels is too intense. Too many people are greeting each other from top to bottom. You know, with such a large project, the company’s situation is actually not that important; it’s the relationships that count. Whoever has the strongest relationships might ultimately win."

Peter nodded inwardly. Many things seem fair and reasonable on the surface, but what’s important is the work that must be done behind the scenes.

"You should have some understanding of the strength of each party involved, right?"

Now that it was Peter’s responsibility, Salem had indeed investigated this matter. After thinking for a moment, he said, "Right now, the biggest competitors for us are two people: one is Huxley Taylor from the city, and the other is Madison O’Donnell from the provincial capital."

Another name, Madison O’Donnell, was added to the list.

Peter asked, "What’s the situation with these two people?"

"Don’t be fooled by Huxley Taylor; he’s just an ordinary boss, but rumors have it that he has strong connections. He has managed to reach out to all levels in the city. Last time, it was almost certain that he would win, and this time he is also making every effort to fight for the project. His power is naturally strong. As for Madison O’Donnell, he is a boss from the provincial capital who, it is said, has many friends and only got involved after an increase in capital and expansion. Rumors suggest that this project was tailored for him, which gives you an idea of how strong he must be."

Hearing this, Peter tapped the table lightly. Madison O’Donnell was predetermined to win the project, which seemed to make some sense to Peter.

"Is it possible to get the mobile numbers of these two people? I’ll need to contact them as well."

Peter knew he would have to use extraordinary means to resolve the battle.

"That’s not difficult; many people have their numbers. I’ll go find them now."

After Salem left, Peter sat there sipping tea while thinking about the situation. The most crucial thing for him now was to understand the unknown variables. If he could find out those through their cell phones, he could take targeted actions.

It wasn’t long before Salem returned with the phone numbers—not only of those two but of all company leaders involved in the project.

Pleased with Salem’s efficiency, Peter was satisfied with his capabilities and felt his promotion was justified.

After Salem left, Peter started typing on the computer.

This time, Peter wasn’t going to follow the ordinary procedures. He believed that there would be a lot of information from these phone numbers to analyze, so what he did this time was create a program that could covertly intercept the content of their calls and then analyze it.

Peter’s computer skills were awesome. In no time, he had developed a program.

Then, Peter used his own computer as a data storage collector and entered the acquired phone numbers one by one.

As Peter clicked, each connection made its way into those cell phones and silently established a link. From then on, no matter who those people called, Peter’s computer would establish a connection.

Additionally, Peter entered the mobile numbers of the county’s management leaders as well, setting it up so that any mention of that project would be recorded.

If someone else were doing this, they might worry about exposure. But with Peter’s technology far advanced beyond anyone else’s here, he wasn’t concerned about exposure at all. Unless Peter himself accessed this computer, outsiders—even if they got hold of it—wouldn’t be able to find anything. Thus, what was on this computer could only be seen and heard by Peter.

With every phone’s program activated, activity on Peter’s computer suddenly spiked.

With so many mobile numbers constantly in conversation, it was fortunate the computer intelligently recorded, automatically noting the important content on Peter’s computer.

After some thought, Peter also automatically made connections with key mobile numbers. Anybody who discussed the project with these people suddenly had a program created in their phone.

Unbeknownst to them, a vast information network was being formed.

Having completed these tasks, Peter just had to wait. He was confident that he would be able to clarify the whole situation as these people made their calls.

For the sake of this project, Peter did not mind using some advanced techniques.

As the workday was coming to a close, Peter saw Imogen Jones walk in.

"Manager Walter, why did they assign that project to you? All the good tasks have been taken by others; it’s so unfair to you!"

Seeing Imogen’s indignant expression on his behalf, Peter chuckled inwardly. Lately, the beauty had been visiting him frequently, obviously trying to curry favor. Having noticed that Azrael Richardson didn’t wield much power, she wanted to cling to Peter instead.

Peter didn’t really mind this as it’s rare to find someone with pure intentions in government offices. It wasn’t just her; even those he had promoted acted first and foremost out of allegiance. It all depended on the beauty’s choice; if she truly decided to stand by his side, he wouldn’t mind helping her at a critical time.

Reflecting on this, Peter said, "It’s all company work, so it doesn’t really matter."

Imogen whispered, "They’ve all gone to work their connections. Today, the leaders went to the city to build relationships. Brother Wang, you should also speed up."

The references became more personal naturally!

Peter was aware that time was pressing, everyone was taking action rapidly, and his own faction was quietly anxious. If he failed to make significant progress, it would be tough for those following him.

"Hmm, I will familiarize myself with the situation before taking action. Imogen, let me know any news immediately."

"Brother Wang, don’t worry; I’ll start investigating discreetly and guarantee to complete the task."

Seeing that Peter had entrusted her with this matter, Imogen felt very pleased, even straightening her chest proudly as she spoke.
