In the seventh district of Haiya Town, located within the Qiongzhong Mountain area, Lin Wei, the Chief of the General Staff Headquarters for the Otherworld, gathered everyone from headquarters for a meeting. This included Luo’er’s grandfather, Luo Qishan.
In the council hall, facing dozens of high-ranking officers from the headquarters as well as army officers, Lin Wei began to discuss the plan they were currently implementing, the Origin Project.
"The Origin Project started on June 1, 2028 and has now been in progress for twenty-four years. During these twenty-four years, we have nurtured and cared for tens of thousands of sub-species humans. However, as it stands, this seems merely a drop in the ocean. The talent gap we’re facing is still significant. Solely relying on these sub-species humans is far from enough; we need other newborn forces as well," he said.
"So, are you suggesting that we directly dispatch Earth’s military personnel to the Otherworld?" A military officer raised his hand and asked.
"That’s just one of the backup plans. Even though we have developed a potion that can suppress the effects of magic power erosion, Earthlings still can’t stay in the Otherworld for long. All our personnel at the Otherworld Headquarters have to rotate every two months. Otherwise, even with the potion, they would struggle to endure the magic power erosion in the Otherworld," Lin Wei explained.
"But as it stands, directly dispatching Earth’s military personnel to the Otherworld is the best approach. In the current perception of Earthlings, sub-species humans are still in a grey area, yet to gain wide recognition from the international community. Hence, we dare not dispatch large-scale sub-species human troops to the Otherworld," the officer stated, a sentiment met with approval by the majority present.
Lin Wei frowned and then said, "If sub-species humans cannot represent our military forces entering the Otherworld, doesn’t that mean the comprehensive failure of the entire Origin Project? You must understand, not only us but many other countries and organizations are secretly or openly researching the cultivation of sub-species humans. These include known entities such as the United States and the European Union. The international consensus on sub-species humans is inevitable unless we are the only ones on Earth who have them."
"A major conflict is imminent, and a unified consensus has been reached within the United Nations to jointly dispatch troops to the Otherworld. We urgently need to obtain usable troops. If sub-species humans cannot be used now, then we will have to deploy Earth’s military forces," a military staff officer said, wearing a worried expression.
"Regarding this military action, gentlemen, the intel we have indicates that there is potentially a conspiracy at play. Therefore, the best course of action right now is to hold our forces. Under no circumstances shall we deploy even a single soldier to the Otherworld unless there is no other choice. This is a recommendation from the Otherworld General Staff Headquarters!" Lin Wei stated.
"Major General Lin Wei, do you realize what you’re saying? If we do not partake in such an international operation, we will be left out when it comes to dividing the benefits in the future!" stated a military officer.
"Gentlemen, we still know very little about the strength of the Otherworld’s army. As it stands, we still haven’t found a way to combat their magic armor. What’s the point of blindly following them? If the Otherworld’s army once again causes our entire military force to perish, who would bear that responsibility?" Lin Wei countered.
"So, what are you suggesting, Major General Lin Wei?" the officer asked hesitantly.
"My suggestion is that we hold our forces for now. We still need the advance team to gain more valuable intelligence. We should avoid dispatching even a single soldier to the Otherworld unless absolutely necessary," Lin Wei proposed.
"We hope your suggestion proves effective!" Lin Wei’s words sparked a discussion among the officers.
"Returning to the topic of sub-species humans, gentlemen, given the current cultivation rate at both academies, it would likely take us at least half a century to have a sizable sub-species human army. We cannot afford to wait that long. That’s why I ordered a halt to the cultivation of sub-species humans earlier this year. The academies are now focused on training the existing sub-species humans, instead of cultivating new ones," Lin Wei said.
"If that is the case, does the General Staff Headquarters already have a new plan?" a military officer asked, furrowing his brows.
"Of course, next, we will introduce our new plan to replace the Origin Project, the Mingming Plan!" Lin Wei said, lightly touching the touchscreen on the table. The centerpiece of the conference room, a holographic projector, immediately came to life, showing a spacious, neat room to everyone present.
In the center of the room, on a bed, sat a young girl, lost in thought. Not too far from her, sat an even younger girl on the floor, engrossed in playing with plastic toys.
"What is this?" the officers asked hesitantly, looking towards Lin Wei.
"These are individuals from the Otherworld, currently located in the research center of Haiya Academy," Lin Wei explained.
"Wait, you brought these two little Otherworld girls to Earth. Aren’t you afraid they’ll die from depletion of magic power?" A nervous officer asked.
"Don’t worry, they’re okay," Lin Wei said, tapping on the screen again, and a potion appeared on the projection.
"What is this?" The officers questioned again.
"This is a by-product of the research center’s studies on a magic repelling potion. They have improved it now, making it more perfect and effective. This potion will neutralize the discomfort the Otherworld people feel after losing their magic power. In our studies, we found that the reason Otherworld people can’t survive on Earth is that they can’t adapt to an environment without magic power. Simply put, most of them die due to psychological factors. Therefore, the research center has been studying this potion, which can neutralize and eliminate the discomfort caused by the loss of magic power. We’re currently testing it on these two little girls. If the experiment is successful, it can assure the launch of the Mingming Plan." Lin Wei explained.
"Using two little girls for experiments, isn’t that a bit too..." An army officer frowned and hesitantly asked.
"We are confident in the potion we have researched. Stepping back ten thousand steps, even if the potion fails, they won’t be harmed as long as they are promptly returned to the Otherworld. Recall that the longest-lived Otherworld captive of the American army lasted a full year. These two little girls are physically weaker than other Otherworld people. If they can adapt perfectly, then it means the potion is indeed successful," Lin Wei explained.
Officers nodded, no longer in doubt, one by one they continued to watch the projection. In the projection, the two little girls appeared calm, showing no abnormal reactions. Soon, a woman from Earth entered the room; the two girls immediately gathered around her with delight, looking very lively.
Seeing the girls’ performance, the officers nodded again. An army officer turned his head to Lin Wei and asked, "So, what exactly is the content of the Mingming Plan?"
"Please watch," Lin Wei said, lightly tapping the touch screen. The projection changed, showing a Confucius Temple.
Lin Wei continued, "Our cultural tradition is based on cultural identification. In other words, no matter what nation or race you belong to, if you identify with our culture, you are regarded as our descendants. Based on this, if we teach Otherworld people our culture, will they be incorporated into our civilization?"
"So you mean, by imparting our traditional culture, those Otherworld people can be assimilated into our cultural system, becoming our own people?" an officer asked, frowning.
"Exactly. Otherworld people don’t have the so-called Magic Power Erosion problem, nor do they have the ethical issues exclusive to the sub-species. If successful, these Otherworld people will become our greatest aid in the Otherworld, their role will far exceed that of the sub-species!" Lin Wei explained.
"If that’s the case, why not just initiate this plan right from the start? Why also initiate the Origin Project?" The officer frowned and asked.
"No, no," Lin Wei waved his hand, explaining, "The Mingming Plan is a follow-up to the Origin Project. Without the sub-species cultivated by the Origin Project, we would never have been able to initiate the Mingming Plan!"
"Could you elaborate?" an army officer asked.
"Of course. If we want to teach our culture to these Otherworld people, there are two ways to do it. First, bring them to Earth and teach them in our two sub-species academies. That’s why we need these two girls to test whether the potion is successful," Lin Wei paused before continuing, "The second option is to send our people to the Otherworld to establish schools and educate the Otherworld people there, helping them to adopt and integrate into our cultural system."
"From the current situation, the first option seems good, but we still can’t completely control the Otherworld Gate. Sending a large number of Otherworld people to Earth would certainly alert opposing forces. Therefore, the best course of action is to send our people to the Otherworld to teach. This is why the sub-species exist. Earth people can’t stay in the Otherworld for long, but it’s different for the sub-species who can withstand the effects of Magic Power Erosion. Having been taught the orthodox culture of our civilization from a young age, through them, we can introduce more people to our cultural system. If this plan goes smoothly, we could achieve Otherworld Unity without losing a single soldier!"
After hearing his explanation, everyone felt invigorated, and the officers began to discuss amongst themselves. An officer asked, "So, which plan are we going to carry out now?"
"If the potion passes the experiment, my suggestion is to implement both plans simultaneously. Bring twenty percent of the Otherworld people to Earth directly for education, and for the remaining eighty percent, start teaching them in our academies in the Otherworld, with the sub-species being responsible for the teaching," Lin Wei explained.
In order to substitute the Mingming Plan for the Origin Project, approval from the Army and the Ministry of Defense is unavoidable. This is why Lin Wei convened military officers for the meeting. Securing internal consensus first reduces a lot of pressure during the Ministry’s review
