So when the whole phrase is put together, it actually means: the capital named ’Sheng’. There is an even more elegant translation, which is simply translating it to ’Shengjing’, because Yuan and Qilan together actually mean the Capital City.

However, perhaps Zhuyan Yu thought the phonetic translation of Qilan was very exquisite, so she specifically retained it, hence it is called Shengyuan Qilan. Of course, translating it directly to Shengjing is also fine.

Shengyuan Qilan is the capital of Shengyuan Prefecture and also the capital of Dongsheng Empire. The mighty air fleet base of the Dongsheng Empire is located in the suburbs of Shengyuan Qilan.
