In the following days, Elmon embarked on arduous training.
In order to become a respected and great law enforcer like Song Lan, he learned how to make snacks like fried rice, dumplings, and braised beef.
Although he didn’t feel like he’d gotten significantly stronger over the past few days, his days were filled with substance and accomplishment.
Especially when his mentor told him that he had evolved from a automatic hamburger vending machine to an automatic snack vending machine, his repertoire of dishes had at least surpassed his previous capacity by six-fold.
However, he was not the only one preparing for the upcoming citywide conference. In District Seventeen, some people were preparing even more diligently for the big day.
One of them was "Rat," one of the four crime bosses planning to take over Chai Ke’s territory.
Song Lan suspected that whoever gave him this nickname must have had a personal grudge against him. The name sounded more like a minor character in a movie who gets axed after only a few scenes, not even worthy to be a unit of measuring fighting power.
The only reason Song Lan knew this character was because of a text message from Dominas.
With only two days left before the citywide conference, Dominas wanted him to visit the "Pink Elf" and meet with this crime boss known as "Rat".
Most of the pleasure venues in District Seventeen were under his control, and because of this, he was frequently in contact with people from the higher social strata.
Here, Song Lan had to declare that he had no interest in pleasure venues whatsoever, and that he was visiting "Pink Elf" solely for work-related reasons.
Fortunately, his black trench coat and his masked smile made him look ominous. On top of that, his aloof demeanor kept the pimps at bay, and he was not hassled upon entering.
This was his first visit to a local pleasure venue since he arrived in the year 2166.
Contrary to his preconceived stereotypes of inconspicuous buildings hiding lavish interiors, the pleasure venues of 2166 were ostentatious even from a distance.
The bright lights lit up the night sky, and even a few streets away, the sign for "Pink Elf" was visible.
If this were the year 2020, it would be considered of five-star hotel standard.
Inside the building, the dimly lit lamps and the pervasive sultry music filled the hallways. Looking around, he could see drug-addled patrons filling the seats meant for resting along both walls. Besides the patrons, even "Rat’s" henchmen appeared to be drunk and lost in their own worlds.
The situation before him made Song Lan understand why even Chai Ke could become the underground emperor of District Seventeen.
It was all thanks to the competition making him look good.
Even without considering that Chai Ke himself was 21% modified with prostheses, his henchmen were all formidable characters that could give the Special Operations Squad a headache. In contrast, "Rat" and his subordinates were just typical small-time goons who could all be apprehended with a single raid.
And they wanted to replace Chai Ke and become the new authorities in District Seventeen?
Needless to say, before even meeting him, Song Lan’s first impression of "Rat" was quite negative.
After walking through the long, dark corridor and passing through a door guarded by two henchmen, he gained easy access to "Rat’s" office.
The scene upon entering was visually shocking to Song Lan.
Sitting at the desk, "Rat" appeared to have dressed in a navy blue suit for his special visit, but his actions entirely contradicted that of a respectable businessman.
He had his arms around two scantily clad women on either side. As soon as Song Lan entered, he saw a woman on "Rat’s" left giving him a hickey with passionate fervor.
On top of that, seven other women arranged in a line in his office showed off an array of fashion styles, seemingly catering to different tastes.
It was little wonder that influential figures in District Seventeen were so infatuated with "Pink Elf."
Song Lan had to admit, when it came to running pleasure venues, "Rat" was indeed a pro.
"Welcome, my friend,"
Upon seeing Song Lan enter, "Rat" exuded the warmth expected from proprietor of the "Pink Elf". With a slight wave of his right hand, the seven women struck enticing poses. Each woman, being a top pick, didn’t need to utter a word; their gazes alone could ensnare the desires deep within the patrons.
"Please pick anything you like, this is my greeting gift to you."
"I’m here on serious business."
An icy tone came from behind the mask.
After all, Lu Xiang had received the most professional training. She had an acute sense of smell and could guess drugs used by criminals at crime scenes through their scent alone - there were many such legends about her in the Law Enforcers’ department.
"Rat," are you trying to let Lu Xiang capture me when I go home?
"Rat’s" face changed slightly. Soon, he straightened up, adjusted his disheveled suit, cleared his throat, and gave the order, "Pack up for the day, ladies."
The women who were flirting with Song Lan earlier showed disappointed expressions. They knew that he was an important figure that the big boss was meeting personally. Usually, they have few chances to interact with such figures.
But even when dismissed by the boss, they retained their professional demeanor and they shot Song Lan "come-hither" looks on the way out, seemingly conveying through their eyes, "You can look us up anytime after you’re done with business."
This time, Song Lan, as the new division chief, passed the test.
He credited most of the accomplishment to Lu Xiang. Under her daily supervision, he had built up an immunity of 57% against seduction tactics.
"Mr. Dorago Safron,"
"Rat"’s tone was as passionate as always, "The High Prosecutor told me about you. You’re an expert among experts. And we are in need of a consultant like you."
"A consultant?"
As always, Dominas maintained his cryptic style in the text message he sent. He only mentioned that "Rat" existed and did not reveal the theme of the meeting ahead of time.
However, being asked to meet the boss behind "Pink Elf" only two days before the citywide conference, no matter how he looked at it, it must have something to do with the conference.
"Before that, I want to ask you a question,"
A glint flashed in "Rat"’s eyes as he braced his elbows on the table, his hands loosely clasping his chin.
The lean man looked just like his nickname suggested, operating from behind the scenes, brewing astonishing schemes in dark, unnoticed corners.
