The conversation between Dominas and the Mayor of Lyon City seemed like a work discussion. However, to Song Lan, who was hiding in the shadows, it felt like a mere formality. Given that his cognitive abilities were manipulated, the mayor was probably unable to fully comprehend how outrageous Dominas’s requests really were.

Organizationally, the Inspection Department and the Law Enforcers belong to the same hierarchical level. Therefore, theoretically, Dominas’s official position should be equivalent to Lu Xiang’s. However, the demand he has put forth wants to elevate the Inspection Department over the Law Enforcers Department. His true motive was most likely to bypass Lu Xiang and exert control over the Law Enforcers directly.

The confrontation between the two departments ultimately revolved around the four crime leaders.

As Lu Xiang was flipping through documents at home, Song Lan, who happened to pass by, noticed some information written on them — she had visited the Wanderer Pub to meet Ophir and gather intelligence about the four criminals.

The goal of Lu Xiang was to eradicate these four factions completely and decisively and nip the potential successor of Chai Ke in the bud.

However, it appeared that the Inspection Department did not wish for Lu Xiang to succeed.

It seemed the Mayor of Lyon City had completely lost his judgment after consuming three cups of lemon water. He signed the documents handed over by Dominas directly and even affixed the official seal.

Clearly, Lyon Selbot had not performed his duty well over the past several years.

The Foster Family had initially supported his appointment to stabilize the situation and ensure their business thrived unimpeded at the border. They never intended for him to be preoccupied with his trivial schemes to save the employment rate in District 17.

This laxity led to Lyon becoming more and more unruly. The first thing he did after accepting a job from Angel Foster was to secure full control over the city.

Dominas got up enthusiastically, his statement was more of a self-proclaimed affirmation of his long-term arrangement rather than a compliment to Lyon Selbot. It was a pity that the Foster Family in the core area had not noticed his efforts and had previously entrusted such an important matter to the incompetent Angel.

"Well, I’ll take my leave."

Luckily, Angel was dead, and now he was the one controlling the situation.

"The Mayor of Lyon City had previously met Ophir from the Wanderer Pub in private, attempting to seek Lu Xiang’s help through her. Sure enough, the Law Enforcers sent three representatives today."

"Such trivial matters do not need to be reported to me."

"One of the three individuals was the infamous ’Negotiating Expert’ who made headlines some time ago."

"I know him."

Dominas calmed down. He knew about the Negotiating Expert because of a previous incident at a munitions factory where an employee threatened to commit suicide by taking his immediate superior hostage. That superior happened to be a "sales representative" in the Foster family’s industrial chain at the border.

Selling some military products to outsiders involved in criminal activities and covertly instigating wars between the Neutral Countries brought them substantial profits every year.

Compared to the United Government, the criminals from the "outside" were the real money trees.

At that time, the person who alone stormed the scene and negotiated with the hostage-taker was the law enforcer known as the "Negotiating Expert of Death".

He contacted the High Prosecutor Angel Foster on the spot to soothe the hostage-taker’s emotions.

Dominas who was enjoying the whole farce unfold, a thorough dark humor, found it hilarious that the negotiating expert named Roger actually believed Angel would seek justice for the hostage-taker.

He watched with his own eyes as Angel, while on the phone calming the hostage-taker, gave the order to their embedded sniper within the law enforcement team - as soon as the hostage-taker showed his head, his skull should be blown up immediately.

Dominas regretted that he was not able to witness with his own eyes, the spectacle of Roger watching the hostage-taker’s head being blown up by a sniper rifle. He thought that would surely elevate this dark comedy.

However, he had a major disagreement with Angel on how to handle the aftermath of this incident.

Angel chose not to eliminate Roger but to summon him for a meeting and issued him a warning.

The reason being, she thought that this way was more capable to undermine a person’s will. Destroying the spirit and will of a person was often more fascinating than wiping out a physical body.

In other words, the "Negotiating Expert of Death" was a historical problem left by his predecessor.

And now, this man had appeared in the mayor’s house.

Was this really just a coincidence?

Whether it was a coincidence or not, Roger’s fate was already sealed.

His biggest difference with Angel was that he would never let his personal preferences ruin the overall situation. Even if this person only had a 1% chance of learning about what’s happening here, he must make sure he would not be able to report his findings to anyone.

"I see, I will take care of this matter."

Dominas said and then he recalled something and took out a mini cloth bag from the inner pocket of his suit and gave it to his secretary, "This is the dose for the next month, keep an eye on Lyon Seabot, and report to me as soon as there’s a problem."

"Okay."

The sudden voice from his side gave Elmon who is trying hard to become Old Six a shock.

The security personnel in the security room however, just pulled out his gun like a robot and without hesitation pulled the trigger.

The gunshot broke the quiet of the evening, but the bullet that flew out of the gun missed.

"Rest now."

Song Lan’s right hand suddenly pulled out a chip. The security personnel, no longer controlled by the chip, fell forward stiffly.

His eyes were full of sympathy.

What inhuman capitalists these people must be to force them to work after they’ve been killed?

Elmon was dumbfounded, unable even to speak fluently, "Ma...master, didn’t you say we can’t make any noise when infiltrating?"

Just now the few gunshots were enough to attract all the nearby security personnel.
