On this day, the nerves of the rescuers and Law Enforcers in District Seventeen were all strained due to the arrival of one individual.
22:30.
The laborers had finally finished their day’s work, and this time should have marked the beginning of a splendid nightlife in District Seventeen, but the entire city was instead stirring with an undercurrent of unease as people noticed the increased patrols of Law Enforcers, causing widespread anxiety.
Even Captain Doug couldn’t sit still in the hospital, he left before his injuries were fully healed and personally led a team of special operations members to the airport.
Because tonight, a notorious person had arrived in District Seventeen from District Four by private jet.
Mendoza Morger.
The second son of the current head of the Morger Family.
He had committed numerous shocking atrocities "outside," the cruelty of his methods in eliminating opponents was enough to send shivers down one’s spine just by glancing at the photographs.
Doug, as a seasoned enforcer, had certainly heard of the ferocious reputation of Mendoza Morger, and had even seen him once a few years ago, during the tenure of the previous department director, when they received a call for help from a village "outside," claiming that a group of armed militants had broken into the village.
At that time, he was just an ordinary staff member of the external department, it was the hardest and most exhausting work; at the slightest sign of disturbance "outside," they had to brave the harsh environments regardless of time or place.
Doug still remembered the orders the director gave them.
He had agreed on the surface to the young man in tattered clothes, settled him thankfully in the bureau under his tearful gratitude, but before they left, the former director gave them an additional order.
Once in the village, don’t do anything at all, just pretend nothing happened.
Mendoza Morger was in the village at the time.
When they arrived, he was loudly commanding from the backseat of an armed pickup truck, conducting "target practice" with his squad’s captain, except their targets were villagers, mouths gagged and tied to posts.
Upon their arrival, Mendoza displayed no restraint, he even enthusiastically invited them to appreciate this ingeniously crafted drill.
Doug still remembered how Mendoza won the competition, approached him in high spirits, and offered him a cigarette.
What followed was a simple written report.
The report stated they had rushed to the village after receiving the report, but nothing had happened in the village, all was as usual.
During this time, Mendoza also complained to them about the villagers’ misdeeds—they cursed these villagers for not understanding gratitude, for daring to skimp from the family’s goods.
When Doug returned to the station in a daze, he learned that the young man who had come to tip them off had also disappeared, vanishing the same night the former director took him out and never returned.
The director’s excuse was that the young man found District Seventeen boring and had gone back on his own.
"Yo, Doug—!"
Doug’s train of thought was interrupted by a call that grew louder as it neared. He hadn’t expected that after so many years, Mendoza would recognize him immediately. The man, in his thirties, tall and skinny with tattoos covering even his neck, was walking towards him with open arms, his steps resembling a dancer’s.
This scene caught Doug off guard. Only when Mendoza got close did he rise reluctantly to meet him.
"Years have gone by, and I hear you’ve become a captain,"
Mendoza’s tone and demeanor were that of treating an old friend, while the special ops team members hidden in the crowd exchanged puzzled looks, unable to fathom that their captain had some sort of relationship with Mendoza.
"I’ve been meaning to visit District 17 for a while now, but I’ve been too busy with work to find the time. Besides, Ferren Morger is my uncle, a trusted man in our family, and we’re very confident in his management of District 17."
During his speech, Mendoza gave Doug a warm hug.
Doug knew that this statement was targeted.
His relationship with Mendoza was nowhere near hugging when they met, and he certainly didn’t need to mention Ferren Morger to him, a mere captain.
"However, I’ve recently heard that someone is trying to plot against my honest, sincere, and law-abiding uncle, which is truly... heartbreaking."
Mendoza’s embrace grew tighter, and despite his slim build, as the third in command of the Morger Family, his body was probably full of replaced parts. Wincing in pain from his yet unhealed injuries, Doug pushed Mendoza away and said, "I apologize, I got hurt a few days ago while on duty..."
"I know, a shootout, got sprayed with bullets, rib broken,"
Mendoza interrupted Doug, his gaze chilling. "Don’t misunderstand; I just thought this might help you understand the sorrow I feel right now."
"Mr. Mendoza, feel free to speak your mind,"
Doug kept his distance from Mendoza, aware of how dangerous the man before him was.
This was a dangerous madman, and no one knew what he might do next.
"You helped me out before, and I’ve always remembered the favor. I’ve been looking for a few chances to repay you."
Mendoza lowered his voice, making sure only the two of them could hear, "We’ve recently heard some news that your current department director seems to be getting restless. Even though we’ve made concessions in our business, she doesn’t seem to want to let my uncle go. You should know the Morger family traditions; we can turn a blind eye to business matters, but if someone touches a member of our family..."
"I’m quite sure that all of that is just rumors,"
Doug interjected quickly.
A sense of alarm suddenly struck him, and he couldn’t help but worry for Director Lu.
Being targeted by such a madman was not a good thing.
"It would be best if it’s all a misunderstanding. I’m here in District 17 precisely to clear up some unnecessary confusion."
While Mendoza’s expression seemed to smile, his demeanor and tone sent shivers down Doug’s spine. The man before him was the most vicious criminal he had ever encountered. Yet, unlike other gang members, Mendoza had people protecting him above.
Mendoza changed the subject and added, "But sometimes misunderstandings can’t be resolved. Personally, I have no issue, but many in the family are dissatisfied with the current state of District 17. Over the past few months, our profits have decreased by 30%, and that’s already the limit of what they can bear. They would prefer to have someone they can trust in charge of District 17."
As the conversation went on, a sense of foreboding grew within Doug.
"What are you trying to say?"
"What I mean is, if your department director’s position becomes vacant, the Morger family will give you a hand from behind."
