The Mayor’s secretary was very considerate in driving everyone back to Law Enforcement Manor. Seeing the familiar faces of the security guards brought a sense of relief to all.
Being here, at least for a while, they didn’t have to worry about suddenly being attacked.
T was the last one to leave the vehicle, as a bodyguard, he didn’t have the privilege of being dropped off directly at his bar. The towering man simply inserted his hands into his pockets without a word, leaving a trace of melancholy as he slowly walked away.
That being said, it would likely take roughly an hour and a half to walk back to the Wanderer Pub from the Law Enforcement Manor.
After saying goodbye to the group, the luxurious hover car drove back the way it came.
The remaining three, without uttering a word, headed towards the Manor courtyard in unison.
Everyone was aware of just how horrific their findings at the Mayor’s house truly were.
Security staff was being replaced continuously, and the secretary who handed out work assignments was accused of drugging the Mayor’s drinking water. By the time the Mayor noticed something amiss, the drug had already taken effect, causing him to become disjointed in the latter half of the secret memo.
The deeper question remains; whose power is so vast, that they could infiltrate the residence of the current Mayor of 17th zone?
No doubt for the current Mayor, his home may no longer be a place where he can relax and feel safe.
Roger and Valerian both remained silent, not expressing their opinions on the matter.
Although their sense of justice was driving them to assist the Mayor, their rationality warned them that whoever could infiltrate the Mayor’s residence could easily target them: mere clerks of the law enforcers.
The blind pursuit of justice would not only fail to help the Mayor; it could even drag them into danger.
After a long silence, Song Lan finally spoke, "How about we call the police?"
This situation, both in terms of severity and complexity, was far beyond their capabilities. He recalled a phrase often repeated in District 17th Law Enforcer’s public service advertisements: "When criminals enter the scene, please ensure that law enforcement is contacted immediately. Do not confront the criminals by yourself."
This warning was given for a reason.
In District 17, many dream of instant wealth. Besides venturing out to find gold, turning in the heads of criminals for rewards is another way to becoming wealthy. Even a reward of one hundred thousand volts considered a fortune to the citizens.
The Law Enforcers records revealed numerous "bounty hunters" who were blinded by the allure of money and planned privately, often with friends, to kill criminals and collect the rewards.
Of course, these "bounty hunters" were often recorded as deceased in the files, and their fate was usually grim.
Song Lan took heed of the lessons from his predecessors; the best way to deal with such situations was to immediately report it to the police.
Hearing Song Lan’s words, Roger and Valerian tripped over each other, "Big brother... Oh, I mean, section chief, aren’t you a law enforcer of District 17? Who are you planning on reporting this to?"
"You guys head back to the office, I’ll report this to our superior."

A moment later, they were in the superior’s office.
As Song Lan delved into his findings, Lu Xiang’s face grew more serious.
She initially thought this was a simple psychological consultation, justifiable with the elections looming in the next month putting immense pressure on the Mayor. She hadn’t expected that Song Lan’s team would make such an alarming discovery at the Mayor’s residence.
In other words, the Mayor’s true intent behind requesting for her through Ophir was not for a psychiatrist, but for aid.
That also indicated that the situation the Mayor faced was likely quite dangerous by now.
His physical freedom might have been restricted, and his mental state seemed to be suffering too.
No.
The inconsistencies in the second half of his writing couldn’t be explained by dissociative identity disorder.
"Trust no secretary" appeared four times, the first of which followed "There are strange noises coming from the study again, two people are whispering quietly." previously he mentioned hearing strange noises in the study in his memos. Yet, the head of security claimed that no suspicious individuals were found in the surveillance footage."
The memo was short and contained limited information, so they had to deduce what transpired between each line of the text.
"The head of security had lost the Mayor’s trust, so the Mayor’s most plausible action would have been to conduct a private investigation, bypassing the security staff. After, he came to the conclusion that he could not trust the secretary. This suggested that the secretary was one amongst the two people whispering in the study that night. However, he subsequently wrote, ’The secretary said she would fetch the best psychiatrist in 17th District.’
This was the first time the Mayor exhibited symptoms of "split personality" in his memos. Following each mention of ’Trust no secretary,’ his mental state seemed to falter."
"However, even when he showed signs of a split personality, he was still highly logical. The process of the secretary fetching the psychiatrist, preparing the case, needing to rest well – from these three phrases, it is clear that he believed he had developed a mental disorder and had accepted treatment willingly."
Yet these logical statements were nestled between instances of ’Trust no secretary’, making it all the more peculiar.
Clearly, these three segments weren’t written on the same day.
Even so, whenever the Mayor was writing, he could remember what had transpired the previous days through the memos, "A logically thinking person could quickly assess their own situation, even when they lose memory. They definitely wouldn’t leave behind such coherent entries."
"Director Lu, are you implying that someone tampered with the memo?"
Song Lan posed the question readily.
He knew that Lu Xiang was organizing her thoughts, and at this moment, he needed to play the role of helpers like Yuan Fang or Watson.
"No, someone was tampering with his thought process."
Therefore, this wasn’t symptoms of dissociative identity disorder.
The latter half of the memo-spotting disjointed logic was what alerted Lu Xiang to the real intent of the infiltrators in the Mayor’s house — altering or controlling the Mayor’s thoughts.
This process was somewhat drawn out. To prevent others from noticing, they simultaneously replaced all security personnel at the Mayor’s residence.
"An interference Ability User."
Manipulating and altering thoughts was a strength of interference Ability Users. Lu Xiang immediately thought of this due to Lainal Boyev.
She hadn’t anticipated that her findings from Song Lan would provide an answer to a puzzling case she had been contemplating, to do with the mysterious suicide of Lainal in the interrogation room.
’Don’t drink the water she serves!’
The Mayor explicitly warned about this in his memo. On the day that Lainal crashed his own head, although he hadn’t met with anyone apart from the Law Enforcers, he drank large amounts of water during his imprisonment. Especially after dawn, he requested water from his guard multiple times.
"The secret lies within the water."
Lu Xiang suddenly understood, "The one who killed Lainal and the one trying to control the Mayor is the same Ability User."
