In just two years, Lufei evolved from someone who couldn’t even beat a pacifist, to someone who could challenge the four emperors with a single punch. Phine Arnhem had been absent for three full years, even a year longer than Lufei.
Given this perspective, the current Phine must be unrivaled.
"Are you wondering why her bounty is so high, yet her reputation in District 17 is so low?"
Zhuang Chi interrupted Song Lan’s thoughts.
Upon hearing this, Song Lan nodded immediately.
Good job, Miss Zhuang! You’ve already become a mature commentator, starting the explanation all by yourself before any question is asked.
"That’s because the reason she and Chai Ke are wanted is different. Although Chai Ke’s power is a cancer in District 17, he is very adept at mending relationships. Therefore, the United Government would turn a blind eye to his business as long as his behavior isn’t overly outrageous."
She wasn’t supposed to say this. But now that Chai Ke was dead, and having received three gifts from Song Lan, she felt obliged to spill some beans. Zhuang Chi continued, "But Phine Arnhem is different. The first time she was wanted, her bounty had already broken through a million, for the crime of killing three first-level rescuers.
"After being pursued by the United Government, she had to flee all the way to District 17. The last record of her in the Federal Government’s Crime Library was when she killed a second-level rescuer who was chasing her. Her bounty was then raised to 1.73 million watts. Do you understand now? If Phine Arnhem has indeed come to District 17, a second-level alert order is absolutely necessary. For heinous criminals like her, they could easily cause casualties of hundreds in densely populated areas, any time they wished."
"I see."
Song Lan nodded. Zhuang Chi had clearly pointed out the difference between Chai Ke and Phine.
Chai Ke was in collusion with the Foster Family, doing whatever he wanted in the area and was therefore wanted by the United Government. On the other hand, Phine had killed all the rescuers chasing her based on her own abilities, including a second-level rescuer.
In the eyes of the United Government, Phine was clearly the more vicious criminal.
Using Phine as a reference, it seemed possible to infer the relationship between bounties and rescuers.
Song Lan silently did the calculations in his heart.
A bounty for a criminal who killed a first-level rescuer might be around a million watts. The bounty corresponding to a second-level rescuer would be over 1.5 million watts.
And Zhuang Chi’s description of Phine was actually somewhat subtle.

"Shh, don’t move."
The close whispers, each word accompanied by a warm breath.
The soft chest was against the guard’s back, with a faint mix of body scent and alcohol filling the nostrils. It could be described as an erotic scene to anyone.
However, all that was left on the guard’s face was terror. His right hand was slightly forward, just enough to touch the alarm button, yet he was unable to muster any strength as if his whole arm was immobilized.
"Ph...Phine!"
The guard managed to squeeze out a few words, completely unaware of how the other party had approached him. By the time he recognized this notorious repeat offender, her arms were already around his neck.
The glass of the guard booth reflected her beautiful face, her crimson eyes full of mockery, "I heard that if something is lost, it should be reclaimed here."
With that, she placed a photo in front of the guard.
The photo was of a boy in ragged clothes, facing the camera, his eyes full of terror, as if some horrifying object was looking at him from the other end of the lens.
Phine licked her rosebud lips, "Let’s make a deal, bring him to me, and you can live."

The guard mustered all his strength, his right hand abruptly reached for the alarm button that was close at hand.
As a law enforcer in District 17, how could he compromise with a criminal?
As long as he pressed the button, even if Phine killed him, his comrades would immediately know that she was currently in the Law Enforcement Manor.
Phine Arnhem seemed to have no plans to stop him; she let his finger touch the button.
The guard’s heart surged with joy, but in the next moment—
The forcefully pressed finger sagged down like a piece of paper. Starting with that finger, his entire right arm hung limply.
Before he could cry out from the pain, Phine had already covered the guard’s mouth first.
"Keep it down, it will disturb others. Our time alone has just begun."
Her gaze slowly moved to the guard’s other arm, "I heard that the child snuck into District 17 with some stowaways, and those stowaways are now here. Can you tell me where they are now?"
Phine seemed in no hurry to get answers from him. With her gaze shifting, the nail of the guard’s left index finger slowly curved inward.
A large sweat bead oozed from the guard’s forehead, and the tightly covered mouth made unintelligible growls. In a few seconds, his whole finger was bent inward, but the bending did not stop there. It quickly moved up to another finger on the guard’s hand.
"Stop!"
A loud shout came from the entrance of the guard post. Phine followed the sound. When she saw the little boy panting heavily at the entrance, the force that was slowly flattening the guard’s entire palm finally stopped.
The moment the little boy made eye contact with Phine, he turned and ran away without a second look
The madness in Phine’s eyes was even more evident now.
She let go of the guard, calmly picked up her luggage, and kicked open the barely closed door of the guard house.
The guard widened his eyes, staring persistently at Phine’s receding figure.
Suppressing his pain, he drew his gun with his remaining left hand, aiming it directly at Phine.
"Bang——!"
A gunshot.
The bullet fired missed its target.
At this moment, he finally understood how she had silently crept behind him.
The moment Phine stepped out of the door with her luggage, she seemed to enter another space, disappearing without a trace right in front of him.
His vision was getting more and more blurred, the guard used his last strength to connect to the internal line.
"Hello."
"This is the guard booth."
"We need support."
