Chapter 189: Chapter 189: Alibi_1

In the morning, at the entrance of the "Vault Sky" hotel, a shadow silently followed Lu Xiang and Song Lan after they walked out the front door.

"Boss, they’ve come out," said Luo Keling.

After reporting this information to the Vulture through her earpiece, the latter proposed a shocking speculation.

Song Lan might be the same "Concerned Citizen" who had previously stirred up commotion in Zone 17, hence explaining why Barrosa Group had failed in their intent to kill them despite the grand operation.

If this speculation is correct, it will be explosive information.

The United Government and the Rebel Army are both eager to find out the identity of the "Concerned Citizen". No matter whom they sell this information to, it will garner a hefty reward.

However, mere speculation isn’t enough, no one would pay for unverified assumptions. They needed solid evidence.

Now was undoubtedly the perfect opportunity.

Earlier, Aishi, the Witch of Snow from the Rebel Army, had led a huge group out of the city, heading straight for the branch department of Barrosa Group. If the "Concerned Citizen" wanted to settle their grudges with the Barrosa Group, this might be their last chance.

In other words, Song Lan would definitely leave the Capital City of the Twelfth Nation.

In reality, they had received news yesterday that they had left the capital once in a hovering car, heading for Sharp Cage Town. They went into a bar where they had a long chat with the owner who was visibly moved when they left. This proved that they must’ve gathered some useful information in the town.

About Deputy Captain Eric’s background and the ensuing power struggle within the Twelfth Nation’s top echelons.

If it could be confirmed that the "Concerned Citizen" had also appeared in the Capital City of the Twelfth Nation, it would escalate the chaos, and information peddlers have always been agents of chaos.

The more chaotic the world, the more valuable the information.

Someone would definitely be willing to pay a premium for the specific identity of the "Concerned Citizen."

However, ten minutes later, Luo Keling noticed something strange, "Boss, they went into the city’s department store."

This was completely different from what they had expected.

Shouldn’t Lu Xiang and Song Lan be rushing to the Barrosa Group at this moment?

They seemed too relaxed, unlike people burdened with a serious case. Instead, they appeared more ’lovers on a trip.’

Then, another piece of surprising news reached her:

"My informant over there said that the ’Concerned Citizen’ has officially met with the Scarecrow."

After saying this, the Vulture fell deep in thought.

Yesterday, he had almost confirmed that Song Lan was the "Concerned Citizen". But how could he manage to appear in two places at once?

His instincts were usually accurate. Could it be that he made a rare mistake?

Although the rules of the "Concerned Citizen" abilities were still unknown, they clearly had nothing to do with splitting or duplication. Every psychic could only have one power. This was a universally accepted fact in both the United Government and the Neutral Country. Moreover, Lu Xiang herself was not a psychic.

So...where did the problem lie?

......................

At the same time, the branch of the Barrosa Group had received news of the "Concerned Citizen’s" visit. The Scarecrow personally greeted the latter with open arms.

A black coat and a masquerade mask were the same as the images they had acquired from the recordings.

However, everyone knew this was not a friendly exchange.

"Before we discuss important matters, I have something to show you."

The Scarecrow, with a faux smile on his face after shaking hands with Song Lan, led the way to a particular facility in the branch. "CTEA-32, I believe you’d be very interested in it."

Song Lan nodded in agreement.

The other reason he had come here was to find out about Lieyang’s father.

As soon as they arrived at the entrance to the facility, a smell of blood and formalin wafting from beyond the door. This was a biological laboratory.

Even though it was 2166, it was his first time witnessing a biological laboratory in real life. The sight before him was more shocking than any visual effects and games had depicted. Nutrient-filled culture tanks lined both sides of the road. The people soaking in the nutrient solutions were unconscious and were connected to numerous tubes with unknown purposes.

Two armed security guards followed behind them closely.

"These are the test subjects, meticulously selected from our bio bank. They’re crucial for the next phase of our experiment—CTEA-35 is what we provisionally call it."

The Scarecrow explained as if he was a guide, "As you can see, CTEA-32 has a significant flaw. Injectees of the serum lose their sanity due to genetic changes. This is not what we want."

Song Lan noticed that while the room was filled with precise instruments, no lab personnel were to be found.

The deeper they went into the lab, the organisms in the cultures vats began to change.

They were losing their human forms, developing extra limbs and transforming their body structures. Their bodies were growing barbs, similar to weapons.

As they reached the end of the laboratory, it seemed as if the evolution chain in the culture vats was complete.

The creatures in the giant culture tanks on both sides of the elevator looked very familiar—they had transmuted completely from human form to something akin to an alien creature. One of the "Black Hand" commanders had turned into a similar monster after injecting himself with the serum.

According to preliminary research, equipped with special armor-piercing weapons, these genetically modified creatures could easily slaughter an entire platoon of soldiers wearing exoskeleton armor.

Exoskeleton armor along with infantry weapons is the current standard equipment of the United Government’s army.

While in the Neutral Country, most of the countries couldn’t even equip their basic troops with exoskeleton armor. They would be defenseless in front of these monsters.

In other words, if these serums were widely used in wars, it would deal a massive blow to the existing forces.

The intelligence they had gathered since arriving in the Neutral Country suggested that the cost of CTEA-32 was much cheaper than an exoskeleton suit, and it could be widely used in basic troops. Injecting this drug when trapped in crisis by enemy forces could turn the tide immediately.

"Ding."

With a beep, the elevator doors slowly opened.

There were only two floor options for this elevator, the first floor, and the 27th basement floor.

"Before going to the lab, I have a question," said the Scarecrow, "Mr. ’Concerned Citizen’, what is your opinion about the evolution of mankind?"
