He does infact not forget this. I think you are confusing his evolution with his increase in cultivation level. He can add a new ability every time his evolution points max out, not every time his beast form goes up in level.

It's not behind though. This one's chapter count is deceptive, it's significantly further behind. They just repeats the same chapter multiple times to inflate its chapter count.

This one is better imo. The other one has way more chapters tho, so if you lack patience then theres that. But this one's translation is miles better, especially since it doesn't try to westernize the names.
