My reasoning is that there is no need to antagonise a character to this extent if you are going to give them a redemption arc. An example that the descendent of the Pirate king said the current head is deemed a tyrant and doesn't have the qualities that a ruler should possess.
Another reason is that she is doing something that is going to ruin the world due to her negligence as well as a likely possibility that Hong Bi-Yeon is likely going to master the flame flower.
