Every action has consequences and that consequences might come swiftly or it might come later

But your action has consequences, whether it be good or bad and sometimes good is not always rewarded with good and not all evil is rewarded with evil.

The Earth Mother does not judge. She does not punish. The world, the vast canvass of the ground is the testing ground.

The one watching and judging is the Skyfather

Then what does the Earthmothers do?

She reacts.

Earthquakes., rain, flood, fissures, mountains rising and crumbling, continents split and merging.

Earth Mother judgement of good and evil is different from the good and evil of the Skyfather.

Eternal glory and eternal damnation belongs to the Skyfather. The Earth Mother judges differently.

A human will that moves the Heaven is different than human will that moves the Earth. The Heaven is spiritual, the Earth is material

In the pantheon of the Steppe, these are the two highest deity.

But if there is a third, and there is many gods and goddess, the devotes of these gods and goddess that wanted to claim the third place

there is the Goddess of Fire, there is cult of fire, and many other deities and gods but for most Marynku people, they believe in the River Mother.

And they believe that after the Skyfather and the Earth Mother, the next deity that is only below them would be the River Mother.

This is what differentiate the Steppe in this world and in the Steppe of Aeryon old world.

This Steppe is larger and vast even more so than the Great Steppe in his world but there is a large river that spreads to all four directions of the Great Steppe.

There is four powerful empires surrounding this Great Steppe.

This is the difference between the Steppe of Genghis Khan and his Great Steppe.

He could use some of Genghis Khan method, but he could not use all of it and he must not expect everything to follow the trend that Genghis Khan has experience

every rise and fall of civilization ,of kingdoms and empires always follows a certain rule and always have certain breeding ground.

A seed for such kingdoms, empires, civilization, to rise and fall.

When Song dynasty falls, there is reason for his fall.

The Han.

The Tang.

Internal and external problem.

Egypt.

Rome.

Persia

The Umayyads.

The Abbasids, Byzantine.

Ottomans.

Great empires.

Great kingdoms.

Great civilizations

They rise for certain reason and they fall for certain reason.

The decline of morale. The decline of economic power. decline of intellectual. Decline of military.

Natural disaster. Heaven and earth calamity.

Circumstances. Interest groups that clashed.

Rise of new ideas and desires.

Every empires declines for different reason and the environment, times, the era all contributed to certain decline to happen.

A certain reason of decline of another empire does not mean that if the same reason happen in another empire would lead to a decline. It depends on time, place and the era of it happening.

No rise is the same.

No fall is the same.

Because different times, harbour different result.

Some rebellion is destined to fail.

Why?

Because it is not time.

Some rebellion is destined to succeed.

Why?

Because it is time.

Aeryon only hopes that this is the time for the Great Steppe to rise and the other kingdoms to decline.

But you would not get it just by hoping for it. You have to fight for it. And that is what Aeryon is going to do. Aeryon spends a bit more time riding his horse and then returns back to the city.

As he passes the city, he smiles

"It would not be long now before the first city, a fortified city in the Great Steppe would be built. It is on schedule"

By now, the city is almost half completed.

There is granary and warehouses near his own residence.

Tallest and the largest among all of the building, like a small palace but there is many space around this residence of his.

Aeryon did think of building a castle. But he had to cancel that thought because of the cost and the manpower.

While the manpower and cost he is doing right now is also enormous, at least it puts money back into the economy.

He is the one that hoarded the most money.

And resources.

However, he could not just give it to the people.

If he gives it, how much should he give and for what reason should he give?

His tribe is not so rich that they could just give things and hand out welfare like it is nothing. Development that leads to prosperity, development that leads to strength

The money could be given but it must contribute to the overall strength

This is not an era where you could laze around. The technology that this world possess did not allow the people of this world to truly rest.

And even in the modern world, common people could not rest well.

But Aeryon wanted to at least not burden the people while building things. He is probably one of the few chief in the Steppe that pays his people and his slave their wages.

The other high position people in his tribe did not pay their slaves but that is them. Aeryon pays even the slaves but the wages of the slave is half of the wages of the Marynku people and the people of the tribe

Even then, the slaves should be grateful in this era to be treated like this.

Welfare itself is not something that Aeryon hated.

It is just that if welfare is to be stabilized, it should be when the tribe has great power, the world is stable and there is peace.

So, what Aeryon did was to redistribute the wealth he had not only to his warriors but also to the common people of the tribe.

Aeryon has his own thoughts on how to create a welfare system.

But when the west is conquered, Aeryon already think that it would take one or two years to reorganize the tribe, to recuperate, and to solidify their position and power.

The welfare system should be designed not just to provide for the needy. Instead, it should be used to serve the tribe long term goals.

The welfare should be tied to activities that strengthen the tribe, such as veteran warriors training the new warriors, working on public project

Aeryon did not tie martial training with the welfare system he envisioned. Because in the Steppe, there is no need for incentive being offered for the people of the tribe to hone their martial prowess.

From young, every Marynku children learns archery, horsemanship, swordsmanship and every kind of weapon that they could hold.

But if there is one skill that he wants his tribe to develop, it would be the craftsmanship and trade skills.

For now, Aeryon is using slaves of the Yan people and Western Zhou slave to plug in many methods of blacksmithing.

But he also needs to encourage his own people, to learn trades such leatherworking and weaving.

With the sheep, they could create clothes that is resistant to cold.

If textile mills could be created then productivity of the leatherworking and weaving would explode.

Not top mention that right now, there is many tribes under the umbrella of the Brolgadhr tribe.

There is the large tribes that Aeryon pays attention but there is also many small tribes that Aeryon even forget what the name of their tribe is.

Aeryon never wanted to centralize the power.

At least not this early.

You must be patient or the fish would be charred. Turn it slowly and spin it slowly.

This is skill tied to welfare problem.

This would probably be unpopular in the beginning.

And Aeryon is not even intending to put this in the welfare system in the early years.

But if there is one part of the welfare system that he wanted to put in the welfare system, it would be the public work projects.

Building fortifications, roads, irrigation systems, or communal granaries. These projects would not only improve the tribe’s infrastructure but also instil a sense of ownership and pride among the people.

And the granary that he had just built is also built using this system. Not only the one building the granary is not complaining, they even praise him.
