Since the agency is not yet created, for now, this kind of task is put on the spies that they have just acquired.

Aeryon knows he would set himself up for failure if he tries to do all of this by himself so most of his work is delegated to Mayeux

The good thing about having a capable subordinate is that you could delegate power and responsibility without worrying too much

There is many modern knowledge of spies he wanted to integrate with the new spies agency after it is created.

This is the second step for him to dominate the Southern Great Steppe. First, used diplomacy.

Then make sure there is spy agency that could train spies.

Third is the use of force. Capture key resources, subdue the enemy quickly and maintain low casualties.

These are all connected to equipment and training of the soldiers.

Aeryon sees it many times when he was fighting the tribes.

If only they could muster some kind of discipline, they could have won.

Aeryon himself know that to create any kind of discipline like the one in modern army would require a professional army. Which he could not create right now.

That would require a powerful centralized authority and at the same time educated people. No matter how strong he is and how powerful his influence is Aeryon knows that this kind of thing had to be taken step by step.

One by one. Reform must be done but it should not be done rashly.

It did not mean that Aeryon wanted to slow down the reform but not doing two at the same time.

There is many things you could multitask in this world.

However, if the thing you wanted to multitask, is changing how the world works, touching the interest of many people, changing lives and everything that is familiar to the common people, what you should not do is multitask this thing

If you want to reform the military, reform the military and focus on it. Finished doing that reform the economy.

One step at a time
