Chadha has no choice in this.

the reason why Chadha still have a commanding voice in the alliance is because he was the one that proposes the alliance.

But he is not the strongest one in the alliance.

That title fell to Ultar tribe.

Of course, Nergui tribe would never admit it but since Chadha is an objective observer he could tell that Ultar tribe is stronger than the Nergui tribe.
