Chapter 93: Chapter 15 Inakawa Association

"Ah, it’s snowing."

Fushimi Roku thought to himself that it was unlucky, having no mood to enjoy the snowy scenery.

It was already bad enough to be doing fieldwork on a cold day like this, yet he had to work with his boss as well—Kazama Tatsuya was the instructor for both Fushimi Roku and Minamoto Tamako, and if truth be told, he did count as their superior.

Neither of them wore police uniforms when they went out. To keep warm, Fushimi Roku wore a padded coat and wrapped himself in a red scarf, making himself look like a bear. On the other hand, Kazama Tatsuya was dressed in a brown trench coat, with a Castel cigarette dangling from his mouth, looking like a tough guy lead straight out of a TV drama.

Claiming to be out for an investigation, Kazama Tatsuya didn’t head for the traffic department. Fushimi Roku had no idea what he was up to.

"Did you bring your service gun?" Kazama Tatsuya exhaled a puff of white smoke.

"No." Fushimi Roku thought to himself, "You didn’t mention it when we left, and now you ask halfway there. Are you deliberately picking a fight?"

"Do you know whose turf that area belongs to?" Kazama Tatsuya asked again.

The two stood on either side of the railroad crossing. The yellow and black barriers stood tall like antennas, the warning light was green, and the train slid away along the electric tracks.

Fushimi Roku remembered that when he took a taxi from the airport to the police box, the taxi driver had parked across the railroad crossing.

Thinking about it now, Sugamo wasn’t as chaotic as it was said to be! Although there were people dealing drugs, pimping, graffitiing, and committing massacres, in reality, there was an order amidst the chaos. Everyone was trying to live their little lives, being obedient when the patrol police were around, genuinely model citizens.

To the left of the street was a group of apartment buildings, which was the district he and Minamoto Tamako regularly patrolled. Following Kazama Tatsuya’s finger, he looked to the right, where there were also apartment buildings, generally patrolled by Kazama Tatsuya and Watanabe Shun.

"Is that your turf?" Fushimi Roku asked.

"Let’s get serious," Kazama Tatsuya wasn’t in the mood for banter.

Fushimi Roku had meant to say it was he who started with the riddles, but seeing the look of despair on Kazama Tatsuya’s face, he could only honestly admit, "I don’t know."

"You must have heard of the Inakawa Association, right?" Kazama Tatsuya asked again.

"I’ve heard of it." Fushimi Roku nodded.

As Japan’s second-largest designated crime syndicate, the Inakawa Association’s position was always awkward. They were under the pressure of the Yamaguchi Group above and stared at by the Sumiyoshi Association below. For years, they’d been trying to go legit but never succeeded.

The Yamaguchi Group could conspire with high-ranking officials to conduct smuggling and export trade, while the Sumiyoshi Association could manipulate real estate prices. In contrast, the Inakawa Association was like a float without roots, primarily dealing in casinos, loan sharking, drug trafficking, prostitution, extortion, and financial fraud scams. Although such ventures brought quick money, once involved, there was no washing it off.

"Inakawa Association has a branch in West Sugamo. Usually, Jun and I are responsible for patrolling there, and we often encounter situations where people try slipping us money." Kazama Tatsuya squinted, taking a deep drag on his cigarette, gazing at the snow-covered apartment buildings through the ever-darkening sky.

Fushimi Roku’s expression changed slightly, realizing what type of person you were, assigning the newcomer to a bureaucratic position, monopolizing the lucrative turf for yourself, huh?

Kazama Tatsuya noted his expression and knew what he was thinking. Feeling rather irritated, he stubbed out the cigarette and said, "Believe it or not, Jun and I have never taken a cent from the gang."

"Uh-huh, I believe you." Fushimi Roku’s face was full of disbelief.

"The Dragon and Tiger Pattern is an exclusive tattoo for an Inakawa Association subordinate. There are rules in the underworld, and tattoo artists are all their people," Kazama Tatsuya paused and continued, "Even if we were to check with the traffic department, it’s probably a waste of time. The gang usually uses forged license plates for kidnappings."

"Eh—" Fushimi Roku elongated his tone, "The gang actually dares to kidnap a cop, huh."

The implication of his words was clear: If Watanabe Shun didn’t accept money, the gang wouldn’t dare to touch cops lightly. There must’ve been some conflict of interest, which forced the Inakawa Association to take a risk and kidnap a patrol cop at the police box entrance.

Though reluctant to admit it, Kazama Tatsuya certainly considered this possibility.

After being silent for a long time, not knowing how to defend himself, he finally feebly said, "I know Jun, he’s not that kind of person."

"Perhaps." Fushimi Roku shrugged.

He did have some affection for that pompadour-haired senior, not because Watanabe Shun gave him a knife, as he wasn’t that shallow, but rather because Watanabe Shun had once unhesitatingly pinned down Nagashima Takeshi and beat him up vigorously. At that time, he felt Watanabe Shun was the kind of person lacking in intelligence but very loyal.

Put nicely, he was pure-hearted and consistent in thought and deed; put bluntly, he was like a mountain gorilla charging for the tribe.

But people change, and Fushimi Roku was never shy about assuming the worst in others.

"Next, I plan to find the Inakawa Association’s cadre to demand the person back. Even if they didn’t kidnap the person, they can’t be uninvolved since the forged plates in this area are also sold by them."

As he spoke, Kazama Tatsuya glanced at him, "To be honest, it’s dangerous. You can’t bring a gun when meeting the cadre. Once inside, you’re at their mercy. I won’t force you to go with me, you can still leave now."

Fushimi Roku clicked his tongue, finding Kazama Tatsuya’s tricks boring.

"Lead the way." He said impatiently.

Kazama Tatsuya gave him a serious look, seemingly reevaluating him in his mind. A moment later, he lit another cigarette, jammed his hands into the pockets of his trench coat, and strode towards the narrow alley on the right side of the street.

Fushimi Roku followed, the two walking one after the other into the confined alleyway, just as the last ray of sunlight disappeared into the snow, nightfall swallowed the path, leaving everything pitch black ahead.

They weren’t far before being stopped.

Two young men in tattered jackets stood at the end of the alley, glaring at them unkindly, clearly there to help the Inakawa Association keep watch. Kazama Tatsuya turned on a flashlight, shining it on his face, and said in a low voice, "It’s me."

"Not wearing a police uniform, don’t recognize you," said the young man.

"I’m not carrying a ’blowfish’," Kazama Tatsuya raised his hands, "I want to talk business with Mr. Sazaki, isn’t it possible for me to go in?"

’Blowfish’ was slang for a handgun.

The two young men exchanged glances, used their walkie-talkies to request permission from their leader, and after getting a positive response, they advanced and thoroughly searched the two.

"No problem," the young man grinned, "Wish you two a good time."

Kazama Tatsuya didn’t respond, pushing open the iron door at the alley’s end. An overpowering mix of perfume and sweat hit them. Fushimi Roku followed closely, curiously sizing up his surroundings, only to see the apartment lobby turned into a ballroom, with laser lights flashing red and yellow lights, on stage, four or five voluptuous dancing girls were gyrating suggestively, and below many men and women were partying with abandon.

"What have you been doing while patrolling?" Fushimi Roku asked with great curiosity.

Kazama Tatsuya didn’t directly answer but said casually, "Don’t underestimate that police uniform, it represents the Police Department, and it signifies the government’s strength."
