Chapter 113: Chapter 35 The Great Plan of Playing the Victim

Four hours earlier, Watanabe Shun was watching a baseball game in a bar.

Shozaki Tetsuya was striking out batters one after another against the Orix Blue Wave in the Japanese pro baseball league, setting a record of 8 consecutive strikeouts, which had Watanabe Shun pumped up with excitement.

After a few drinks, and feeling buzzed with a bit of money in his pocket, he shouted, "Tonight’s expenses are on me!" inciting cheers throughout the bar. He didn’t even pay attention to the pager message from the director, casually replying, "On my way."

An hour later, Watanabe Shun left the bar with empty pockets. As the cold wind hit him, he sobered up and regretted his decision deeply.

It was then that Watanabe Shun ran into Fushimi Roku.

The latter wasn’t actually looking for someone; he was posting notices on the street.

Watanabe Shun took a closer look and saw black text on yellow paper: "Police Station Contact Notice," followed by "On x year x month x day, Patrol Officer Fushimi is on duty patrol here," and "If you have any comments or requests regarding the police, please contact us directly." There were also helpful tips on preventing theft, fraud, and traffic accidents... with the signature "Sugamo Police Box," and "Patrol Officer Fushimi Roku."

"What are you doing?" Watanabe Shun asked, hands in his pockets.

Fushimi Roku gave a brief explanation: tonight, the Police Chief would come for inspection, presenting a great opportunity for them, the lower-ranked patrol officers, to show their best performance.

Three hundred and sixty-five days a year, one could coast through work, except when leadership inspections demanded they show a diligent side to secure their job... and possibly earn a commendation.

Watanabe Shun was immediately displeased. Having worked tirelessly like a beast for his superior for eight months, now a newcomer less than a month into the job was trying to claim the credit—utterly absurd! He sternly insisted that Fushimi Roku also include his and his superior’s names and post it in a visible spot for the Police Chief to see during the inspection.

Fushimi Roku said he had a better plan, one that would more directly convey to the Police Chief the hardships faced by lower-ranked patrol officers.

That’s right, it was about playing the victim.

As patrol police, even in the biting cold wind, they must insist on their duties, extending help to the unfortunate and needy. Over time, their hands develop chilblains...

"Then why not buy gloves?" Watanabe Shun asked.

Watanabe Shun was shocked, thinking this was deceit, but who would’ve guessed this seemingly honest subordinate was so cunning and deceptive—not to judge a book by its cover.

Initially, Watanabe Shun refused, but Fushimi Roku’s persuasive skills were too good.

"Do you still want to be a lowly patrol officer alongside Senior Kazama? You are outstanding elite criminal police officers! You shouldn’t waste your talent in a small place like this. As long as the superior sees you and Senior Kazama’s penitent attitude, restoring you to your original posts would be just a matter of time!"

They agreed immediately, deciding to execute the sympathy strategy.

Actually, Fushimi Roku had his reasons for doing so. After pricking the side of a gangster, the Police Chief decided to inspect afterward, and coupled with Director Moriki’s attitude toward Minamoto Tamako, it was hard not to overthink.

Though it might be a coincidence, Fushimi Roku didn’t want to gamble.

It’s called being prepared; posting a few notices and playing the victim costs nothing.

What if he stood dumbly among the crowd, did nothing, and the Police Chief, with intuition like Kazama Tatsuya, just glanced at him and said, "This young man has such a presence, he can’t stay," he’d be doomed! If faced with such a major case, entering the interrogation room would mean no way out.

First impressions are very important. Fushimi Roku had already planned it. By timing their chaotic appearance just before the Police Chief’s visit, they would claim they were attacked.

The director would, of course, come and ask what happened, and he and Watanabe Shun would say they encountered a gang of delinquents but had educated those kids and given them a chance—they must ensure the Police Chief never finds out because real trouble would start if examined further.

As long as the Police Chief noticed his sorry state, it would already be a success; and if the Chief asked what happened and the Director replied, "Injured while patrolling," the operation would be a great success!

Now, back to present time.

The two stumbled into the police box, and as Fushimi Roku entered the office, he noticed the mature woman in black and white police uniform and panicked, realizing he couldn’t cover Watanabe Shun’s mouth in time.

"Di-Director, we were attacked while patrolling!!"

Watanabe Shun screamed, only to then notice there were guests in the police box.

Moriyama Yasurou was startled, abandoning her spot watching the show from the corridor, hurriedly coming downstairs to inquire about what happened. Fushimi Roku pinched the soft flesh on Watanabe Shun’s waist from behind, twisting hard, drawing a cry from him.

Seizing the opportunity, Fushimi Roku quickly explained: "Senior Watanabe had too much to drink, fell, and was talking nonsense. I had to drag him back..."

Watanabe Shun stared wide-eyed at Fushimi Roku in disbelief, thinking wasn’t this how the script was supposed to go?! What happened to hard work in patrol? What about those delinquents? How did it become exposing me for drinking and slacking off?

Moriyama Yasurou moved closer, smelled the alcohol on Watanabe Shun, her face turned dark. Noticing Kujo Yua’s police rank, his mind went numb, and the alcohol in his stomach was instantly turned into cold sweat.

"It’s not like that! He, Fushimi Roku, told me to—ugh!!"

Watanabe Shun couldn’t finish his sentence before Fushimi Roku pinched again. Unable to bear it, he had to retaliate, just as Kazama Tatsuya hurried downstairs, scolding him for making a fool of himself, dragging him upstairs without giving him a chance to speak.

Moriyama Yasurou repeatedly bowed in apology, saying it was her lack of oversight over her subordinates.

Kujo Yua didn’t comment; she sat by the heater, appearing indifferent like an outsider. Once the room quieted down, she spoke calmly.

First, she officially acknowledged the front station’s outstanding contributions over the past half year for maintaining Sugamo’s security, emphasizing she took seriously the shortage of grassroots resources in Sugamo, and promised to add one more police box, two more guard posts, and eight more patrol officers before the New Year. Additionally, to implement Tokyo’s Violence Group Countermeasures Bill, she planned to transfer Kazama Tatsuya and Watanabe Shun to the first investigation division to manage, monitor, and combat the Sugamo Branch of the Inakawa Association.

Finally, Kujo Yua glanced at her watch, got up, and said, "It’s getting late, my assistant is still busy, so I’ll stay here tonight."

After she said this, she remembered to seek Moriyama Yasurou’s opinion: "Is it convenient?"

"There’s no inconvenience, but there are no empty rooms..." Moriyama Yasurou said.

"I’ll sleep with Tamako." Kujo Yua went straight upstairs.
