Chapter 448: Chapter 395: Ace Undercover Requests to Join the Battle! The Identity of the Victim
Hokkaido Police Headquarters, inside an office.
"Find a suitable person; if we really can’t catch the culprit, pin the crime on him to close the case."
Reclining lazily at his desk, one hand resting on the surface, the other holding a coffee cup, and with his legs crossed, Aoyama Xiu Xin spoke to Nakamura Shinichi.
The persona he’d crafted gave him the strength and confidence to turn white into black, to declare someone a murderer and solidify the evidence, leaving no one to question him, let alone dare to.
"Yes, sir!" replied Nakamura Shinichi with a bow.
Aoyama Xiu Xin took a sip of his coffee and, setting it down, asked, "Has the victim’s identity been confirmed?"
"Not yet, we’re working on it urgently. I expect it to be sorted out within the next day or two," Nakamura Shinichi answered.
"And the surveillance?"
"Nothing yet; it’s a massive workload," said Nakamura Shinichi, his back bending further.
Despite the understandable constraint of time, the lack of progress on both questions asked by his superior left him feeling incompetent and embarrassed in front of his boss.
Aoyama Xiu Xin looked dissatisfied and glanced sideways at him, "Is there no good news, then?"
Nakamura Shinichi was silent, huh, there really wasn’t.
"Ring ring! Ring ring!"
Right at that moment, a telephone began to ring.
"Forget it, you may go." Seeing his discomfort, Aoyama Xiu Xin waved him off listlessly and picked up the phone, "Moshi moshi."
Nakamura Shinichi bowed, tiptoed out, and carefully closed the office door.
"Police Chief Aoyama, it’s Nozaki Cangjian!"
Hearing this name, Aoyama Xiu Xin was momentarily stunned before remembering, "Oh, Mr. Nobita, is there something you needed to call about?"
He’d forgotten about this undercover cop.
"Chief, why didn’t you give me a heads-up before going to Hokkaido? What should I do?" Nozaki Cangjian’s voice was anxious, even carrying a hint of reproach.
As an undercover agent, he only knew through the news that his contact had been transferred to Hokkaido.
Is this really appropriate?
Aoyama Xiu Xin felt a bit embarrassed and cleared his throat, "It was an emergency; I didn’t have time to inform you. Here’s the thing, Mr. Nobita, the evil forces in Tokyo are on their last legs from my crackdown. Come to Hokkaido and continue being undercover here."
He just so happened to need someone with a background in crime.
"To go undercover in Hokkaido?" Nozaki Cangjian had never considered this and, after pausing, said, "In my time on duty, I reviewed some materials. The security in Hokkaido has been excellent in recent years; there aren’t any major criminal syndicates."
"That will change once you’re here," said Aoyama Xiu Xin.
Nozaki Cangjian was confused, "Huh?"
"Because the security here is too good, there’s no stage for me to perform! You’ll come here, establish a criminal syndicate, let security worsen, and then I’ll step in to handle it," Aoyama Xiu Xin said lightly.
Is the security in Hokkaido really that good?
In fact, from the police being able to beat up suspects in the corridors, and from the degenerate behavior shown by the senior officers of the headquarters last night, it was clear that the situation was far from good! According to Aoyama Xiu Xin’s extensive experience with crime, the seemingly good exterior was likely due to a tight collusion between the local police and crime syndicates, allowing most crimes to occur quietly under the radar without causing a stir.
He did something similar in Tokyo, didn’t he? Using Nozawa Financial Corporation to unify several large Violent Gangs, eliminate smaller ones, and make a fortune together, resolving disputes through negotiation instead of bloodshed.
This naturally made the surface security appear better.
But in reality, crime was more rampant than ever.
Aoyama Xiu Xin’s plan was to support an external gang to gain a foothold in Hokkaido, break the balance, expose the hidden crime, destroy the facade of peace, and allow security to deteriorate.
Otherwise, what was the point of his coming to Hokkaido if security remained good after his arrival?
Was it not a wasted trip?
If there was no crime, create crime; then fight crime. This way, he could earn merits and rapidly establish a strong reputation among the local populace.
Nozaki Cangjian was silent after hearing this. Though he was already corrupted by Aoyama Xiu Xin’s influence, he hadn’t expected Aoyama Xiu Xin to be more beastly than he had imagined. Could a human being really do such things?
"Chief..."
"Senior Police Director," Aoyama Xiu Xin corrected.
Nozaki Cangjian was somewhat speechless but compliant, "Yes, Senior Police Director, what you’re asking me to do is increasingly at odds with my conscience."
He had been such a righteous and passionate young man! And now? For the sake of earning merits, he built a gang, committed crimes, and then betrayed the gang, all led astray by Aoyama Xiu Xin! And now he was even being asked to intensify these tactics in Hokkaido!
If this continued, he feared he wouldn’t be able to turn back.
"What is your conscience? To fight evil and rise in rank, to make a fortune?" Aoyama Xiu Xin asked with a light laugh.
"To fight evil," Nozaki Cangjian answered without hesitation, then added, "And, incidentally, to rise in rank and make a fortune."
Normally, the latter part was the real intention.
"I’m fighting evil too!" Aoyama Xiu Xin spoke assertively, "You can’t criticize what you don’t understand, you’re completely ignorant of the so-called good security here! The supposed stability is maintained through a collusion of cops and robbers, with criminals operating under police-set rules and paying a portion of their takings for protection, while the police escort their crimes."
"In this situation, most citizens harmed by criminal activities have nowhere to turn for justice and can’t be heard. Without a plaintiff, there is no defendant. Without either, there’s no case, and the crime rate is low on paper. What we need to do is to break this false prosperity and expose the bloody truth! We’ll expose all crimes, leaving them nowhere to hide, and then strike them down like thunder!"
I almost believe it myself; Nozaki Cangjian, this simple-minded muscle-brain, certainly can’t doubt it, right?
"Hokkaido is... is it like that?" Nozaki Cang Jian asked with a hesitant and unsure expression.
Aoyama Xiu Xin hadn’t done any investigation himself; most of what he knew was conjecture based on his substantial experience with police-criminal collusion and bribery. Yet, facing Nozaki Cang Jian’s doubts, he answered with unequivocal certainty, "Of course, it’s like that! Why else do you think I was transferred here? It’s because the higher-ups have already spotted the signs and sent me to rectify the situation! To sweep away the evil spirits and clear the sky. If you help me complete this mission, the day I return triumphantly to Tokyo will also be the day you retire gloriously and return to the Police Headquarters!"
Upon hearing this, Nozaki Cang Jian immediately stopped doubting.
Indeed, Aoyama Xiu Xin was a rising star with unlimited prospects. Why was he suddenly transferred out of Tokyo? It turned out he was entrusted with an important mission, which made perfect sense, perfect sense.
How honored he was to be involved in such a challenging mission? How could he doubt Senior Police Director Aoyama?
It was really inappropriate. Fortunately, he was generous enough not to hold a grudge over that.
"Hey! Senior Police Director, I will set out for Hokkaido tomorrow!" Nozaki Cang Jian said excitedly.
Aoyama Xiu Xin hooked the corner of his mouth into a smile, "Mosi, Mr. Nozaki, millions of Hokkaido citizens are waiting for you."
"I’m leaving right now!" On the rooftop, after hanging up the phone, Nozaki Cang Jian’s mood surged as he hurried downstairs to the first-floor living room and said to three young men cleaning firearms, "Plan’s canceled, we’re heading to Hokkaido!"
He had formed this small gang based on his own reputation and capabilities with plans to rob a bank. Now that Aoyama Xiu Xin had gone to Hokkaido, the plan naturally had to be canceled.
"Cancelled? Why, brother? The plan’s all set, and we’ve had so much trouble."
"Yeah, brother, why suddenly head to Hokkaido? You owe us a reason."
Faced with the perplexity of three eager-to-earn companions, Nozaki Cang Jian’s face darkened, "Shut up! If you want to make money, just follow my orders, or else disband right now."
No one dared to chirp another word; after all, Nozaki Cang Jian was a seasoned criminal who had escaped from police hands numerous times. If they wanted to mix with him, they had to follow orders without question.
...................
By three o’clock in the afternoon, the snow had lessened, and a bit of sun appeared in the sky. The warm winter sun was soothing.
Aoyama was summoned to the office by Fujimoto Takayoshi.
"Thump, thump, thump!"
"Come in."
As soon as he entered, he saw Fujimoto Takayoshi rubbing his temples wearily on the guest sofa.
"Minister Fujimoto, did you not sleep at all last night?"
"Who has time to sleep, thankfully everything is settled now." Fujimoto Takayoshi shook his head and patted the seat beside him, "Sit down."
He had a rough night, busy all night through, just to get past the crisis of the stampede incident.
"Hey!" Aoyama Xiu Xin walked over and sat down, asking with a serious expression, "I wonder what order Minister Fujimoto has for me? Your subordinate is all ears."
"No specific order, just wanted to have a chat with you, Mr. Aoyama," Fujimoto Takayoshi shook his head and said, "I’m curious why someone of Mr. Aoyama’s promising prospects wouldn’t stay in Tokyo to develop further but instead come to the remote Sapporo. If it’s inconvenient to say, you can pretend I never asked."
Aoyama Xiu Xin had only been here for one day, but had already begun to gain his approval based on his performances.
Eye contact confirmed, he was certainly not an upright man.
So he planned to have an honest conversation.
"There’s nothing inconvenient to share," Aoyama Xiu Xin said with an easy smile, "It’s quite simple. Coming to Hokkaido is for an even greater future. My achievements are enough for a promotion to Senior Police Director, but since I’m new to the rank, staying in Tokyo would be too conspicuous. That’s why my godfather arranged for me to come to Hokkaido. It’s also to lay the groundwork for managing local security in the future. After all, all the past Police Chiefs have had the experience of being Minister."
Upon hearing this, Fujimoto Takayoshi suddenly realized and felt envious; those with powerful backgrounds are damnably lucky!
Promotion once a year was bad enough, and now here he was, freshly promoted to Senior Police Director and already paving the way for becoming the Police Chief.
What confidence to count on becoming the Police Chief?
For them, promotions were inevitable.
Thinking of himself, not to mention how many decades he had spent to become the Minister, how many people he had asked for favors, how many gifts he had given, how much he had to grovel... it was sad!
Who made it so he didn’t have a powerful grandfather or even a godfather?
"So that’s it. For someone as capable as Mr. Aoyama, becoming Police Chief is just a matter of time. It indeed makes sense to plan ahead." Fujimoto Takayoshi nodded in agreement and then changed the subject, "Last night’s stampede incident has been settled. If Mr. Aoyama can quickly arrest the perpetrator of the serial dismemberment case, everything will be over."
He was still planning to wait a bit longer, to recruit Aoyama Xiu Xin into the gang after the serial dismemberment case was resolved.
To see if he truly lived up to his name or was just a detective made out to be amazing due to a deep background.
"Hey! Please rest assured, Minister, I will not disappoint you!" Aoyama Xiu Xin pledged solemnly.
Fujimoto Takayoshi nodded, "Get back to work."
"Hey!" Aoyama Xiu Xin got up to leave.
"Oh, and," Fujimoto Takayoshi suddenly called out to him again, "The Mayor will visit the injured from yesterday’s stampede later. I have to accompany him, you should come with me."
"Hey! Thank you for your consideration, Minister!" Aoyama Xiu Xin, who had already turned around, showed his gratitude with a bow.
Then he turned again and left.
Just stepping out of the elevator, he saw Nakamura Shinichi lingering at the door of his office with a file in hand.
"Shinichi," Aoyama Xiu Xin called out to him.
Nakamura Shinichi turned around and quickly approached, handing over the file with a solemn expression, "Senior Police Director, all seven victims have been identified. Here is their information."
Aoyama Xiu Xin accepted it and walked to his office.
Nakamura Shinichi followed closely behind.
