His presence here in the Capital City, assisting the Black Widow, was likely orchestrated by Su An. And as we know, Su An took the Destiny’s Tome back then but couldn’t reach its highest level due to the lack of the Destiny Compass. He likely intends to repair the compass using the Black Widow."
