Chapter 614 - 391: Ashes

Chapter 614: Chapter 391: Ashes

The Dragon Lord ranks second in importance to the Titanium Cobalt Dragon Body.

However, Ji Xinghuo felt something amiss. "Senior, if not a True Dragon Person, how does one become a true Dragon Lord? Could it be..." He did not finish his sentence; "Dragon Vein User" was a forbidden topic among the Alien Species in the True Dragon Dynasty.

Titanium Cobalt Lan was not averse to discussing it, "Of course, it is bestowed upon the Dragon Vein User."

"Wouldn’t that make one a Blood Stealer?"

"If one kills a True Dragon Person on their own and integrates with a Dragon Vein User, they are indeed a despicable Blood Stealer," Titanium Cobalt Lan said with a playful smile. "But if it’s a reward given by the Dragon King, bestowing the Ancestor Dragon Bloodline to an outsider, then there’s no problem at all."

She clearly guessed Ji Xinghuo’s thoughts.

"We True Dragon People are not such inflexible, bloodline-bound beings; through this method, we can absorb the talent of other races, enhancing the strength of the Dynasty."

"It’s just that it’s not so common."

"Every few Destructive Dragon Festivals, we open up the opportunity for outsiders to become authentic Dragon Lords," Titanium Cobalt Lan glanced at Cheng Sheng. "There wasn’t one last time, so you missed it, but that’s also a good thing."

Cheng Sheng replied with a smile, "Thankfully there wasn’t one last time!"

During the last Destructive Dragon Festival, he was but a Super Mutant, competition was not fierce, and he barely made it into the top hundred.

Now he had become Legendary, qualified to compete for a higher ranking.

Ji Xinghuo nodded, indicating his understanding.

"There must be other conditions for an outsider to become a Dragon Lord, right?" He had always been clear that with every right came corresponding obligations. The True Dragon People wouldn’t offer such a great advantage without expecting to recoup the investment from outsider Dragon Lords; it wasn’t charity.

Titanium Cobalt Lan said with a smile, "Naturally, becoming a Dragon Lord means swearing loyalty to the family and exerting oneself for the Dynasty."

Ji Xinghuo showed a hesitant look.

"You don’t have to worry about that," Titanium Cobalt Lan said. "I’ll handle everything for you. You first get the ’citizen’ status, then participate in the Destructive Dragon Festival under my name as a follower. If you do become a Dragon Lord, swear loyalty to me, and I won’t constrain your freedom."

"I’ll follow your arrangements entirely," said Cheng Sheng without any resistance.

Having been in Titanium Ring City for many years, he was very familiar with the Titanium Cobalt Family and the True Dragon Dynasty, and he understood the rules and regulations here.

Moreover, Titanium Cobalt Lan had always looked after Earthlings, never showing selfishness, and she was completely trustworthy.

Titanium Cobalt Lan looked at Ji Xinghuo, "Do you have any other questions?"

"What is a ’citizen’?" asked Ji Xinghuo.

He had learned much about the True Dragon Dynasty while on Earth, but his knowledge was incomplete and lacked a lot of common sense.

Before Titanium Cobalt Lan could answer, Cheng Sheng explained it to him.

The True Dragon Dynasty was strict in its hierarchy.

At the same time, it was loosely governed at the lower level, with an extremely tight regime at the top. Living within its vast territories were tens of thousands of races, with the True Dragon People reigning supreme, situated at the pinnacle of the pyramid, while all other races were subjects.

Among the subjects, too, there were degrees of hierarchy.

One category was Mutants.

Anyone born within the territories of the True Dragon Dynasty, regardless of race, with a clear identity and origin, who has achieved awakening and reached Third Rank, can register as a "Mutant" and hence gain the basic rights of the Dynasty.

This could be understood as citizenship on Earth.

By becoming a Mutant, one truly becomes a part of the True Dragon Dynasty, having personal rights bestowed by the state.

In the vast True Dragon Dynasty, where the people are as numerous as the stars in the sky and difficult to count, a rough estimate is over twenty trillion, perhaps even more, while those who can obtain Mutant status account for less than one-tenth of one percent.

Those unable to obtain Mutant status are, in the eyes of the Dynasty’s rulers, just a number.

As insignificant as weeds, worthless.

Only talents who can stand out from the ordinary are worth a second glance.

In comparison to the tens of trillions of beings, Mutants are already exalted, having transcended social classes.

But within the Dynasty’s system, Mutants are still at the bottom.

There’s another category called citizens.

The rights and status of a citizen are higher than those of a Mutant. There are three ways to ascend.

First is to evolve to Fifth Rank, or Legendary; if the individual has a clear and traceable origin, having been born within the Dynasty’s territory, they are directly bestowed with citizen status.

Second is to accumulate sufficient contributions, such as serving in a public position for many years, assuming a high governmental office, producing excellent scientific research outcomes, etc. As long as they pass the assessment, they can be promoted to citizens.

Third, they can be nominated by a True Dragon Family and granted citizen status.

The third pathway is the simplest and fastest but also the most difficult; it necessitates the intervention of a highly prestigious True Dragon Person.

A very few core True Dragon People hold quotas for granting citizen status.

Thus, many powerful outsiders serve True Dragon People loyally for years in the hopes of attaining citizenship.

Titanium Cobalt Lan was among those True Dragon People who held such quotas.

Cheng Sheng was a citizen, having been granted this status by her many years ago.

For non-True Dragon People, citizenship was almost the highest status attainable within the Dynasty; beyond that, unless one became a Dragon Person, it was impossible to surpass the rights and status of the non-Dragon Lord True Dragon People. But for such foreign talents, citizenship was already somewhat superfluous.

Naturally, Ji Xinghuo wouldn’t care about Mutants or citizens. However, having such a status would make it much more convenient to move about within the Dynasty.

"I will follow the senior’s arrangement," he had no more questions.

"Let’s do it now then."

Titanium Cobalt Lan took out her personal Star-Link terminal, tapped it a few times, and said, "I’ll call the citizenship officer from Titanium Ring City over to get it done for you directly, so you don’t have to make the trip yourself and potentially cause any trouble."

Ji Xinghuo scratched his head, wondering if he seemed like a troublemaker in her eyes?
