Without the ability to see the terrain of Misty Island, they could not identify where its important buildings were located. Even if they launched cruise missiles, they wouldn't know where the targets were.
Later, after the Destroyer wreaked havoc on the United States mainland in order to rescue Yang Qi, the US military suffered heavy losses. In addition to the United States' rush to rectify its domestic state of affairs, there was temporarily no strength to launch an attack on Misty Island. Thus, upon discovering that the White Mist overhead was dissipating and their satellites could function normally again, they found themselves without the strength to attack Misty Island and had to resort to other combat plans.
The US Forces were hesitant to immediately attack Misty Island not only because of the domestic losses caused by the Destroyer being too great, but also because they feared retaliation from the Destroyer. After the previous incident, the United States had confirmed the connection between Yan Fei and the Destroyer and knew that if Yan Fei was in trouble, the Destroyer would certainly not sit by idly–he would surely retaliate. The US Forces had had a real fight with the Destroyer and were astonished to discover that they were actually inferior to the Destroyer in terms of conventional weapons.
However, the United States held destructive nuclear weapons in their hands; finding the base of the Destroyer and launching a few nuclear bombs would be enough to kill the Destroyer. But the key issue was that the Destroyer arrived without a shadow and left without a trace, so it was impossible to know where his base really was. Moreover, the Destroyer's aircraft that he carried with him could not only submerge underwater but also burrow underground, thus no one could guess where the Destroyer's base really was. It could be on land, at sea, or even underground.
Since the United States could not locate the Lair of the Destroyer, it was unable to eradicate him with a single strike, which made them very cautious of the Destroyer, and naturally, they did not dare to move against Misty Island. If Yan Fei was attacked and the Destroyer did not respond excessively, allowing the United States' allies to benefit, then the US could step in and naturally take over those benefits from its allies.
With this devious borrowed-knife strategy in place, the US higher-ups began visiting their allies, starting to rally some countries, blissfully unaware of their reach, to build a United Fleet in the Misty Island Sea Area that would not include the US Forces.
In the face of lobbying by US higher-ups, the vast majority of the world's countries chose to refuse. After all, Yan Fei was Chinese and China would certainly stand behind him. Most countries around the world conducted significant economic dealings with China, and if they offended China due to some uncertain military profits, causing their economy to suffer and their people to protest in the streets, then their own troubles would be substantial.
