Hongjiang Provincial Committee Office Building
In the office of the Provincial Committee Secretary, Nie Zhenbang’s secretary, Hong Feng, also had a busy schedule. After the Spring Festival, work in Hongjiang embarked on a new journey. This year, in particular, marked the inauguration of the new team for the Hongjiang Provincial Committee and government, and the people of Hongjiang held immense expectations for the new leadership. Nie Zhenbang’s work, naturally, was busy.
During this period, Nie Zhenbang’s schedule was packed. If he wasn’t inspecting various departments and guiding their work, he was conducting in-depth research at factories or companies.
The time he spent sitting in the office was sparse. Even now, inside the office, Hong Feng was very busy, with numerous documents that needed organizing, and he had to sort them by importance and urgency. This was a vital responsibility of a secretary.
At this moment, the cellphone on the table rang. Seeing the name He Yusheng on the caller ID, Hong Feng was taken aback and somewhat surprised.
Still, he quickly picked up the call, pressed the answer button, and said with a smile, “Vice Governor He, hello.”
He Yusheng had also adjusted his mindset. To this day, he was acutely aware of his situation. Previously, with the decisive actions taken by the province regarding the Earth Company affair, officials in Qingan County and even Luji City were shaken, with numerous leaders experiencing misfortune and many from Earth Company being arrested. The matter had finally come to a close. However, He Yusheng understood that it was simply because Secretary Nie had not dug deeper.
Everyone within the system could see how much weight Earth Company carried. It was clear that without some connections, the officials from Qingan County wouldn’t have been so obsequious. Evidently, the individuals at Earth Company alone were not enough for Qingan County’s leaders to curry favor with.
This was also the reason why He Yusheng had told his son, He Miao, to be more restrained.
Additionally, the rumors of upcoming personnel changes within the province made He Yusheng feel awkward. He knew very well that although some rumors were unfounded, this one was not.
From the rumor, He Yusheng sensed an unusual air about it–it was Wen Baogui taking action. As the Party Secretary of the Provincial Government and the top government official, Wen Baogui would certainly want to establish his authority within the Party’s team.
Previously, with Liu Yong’s retirement, He Yusheng had already made a misstep. Now, if he failed to act, he feared there would be no chance for him to do so in the future.
Therefore, he had made this call and, hearing the polite yet distant tone in Hong Feng’s voice, He Yusheng was not offended but became even more alert. From this, he could tell that his impression in Secretary Nie’s mind was not favorable.
The secretary, being a close confidant of the leader, could also serve as a barometer for the leader’s mood. The secretary’s attitude could reveal the leader’s thoughts.
After readjusting his mindset, He Yusheng spoke with a smile, “Young brother Hong, are you busy?”
A standing committee member of the Provincial Committee and the Executive Vice Governor addressing a division-level secretary as a brother indicated the extent to which He Yusheng was lowering his stance.
Hong Feng was also stunned for a moment. He did not expect He Yusheng’s courteous attitude, recalling the years when he had worked with Zhang Tianyue, and how arrogant He Yusheng had been. When had he ever taken notice of a high-level secretary of the Provincial Committee like himself? Back then, he had always referred to him as “little Hong.” Now, there was a complete 180-degree shift in attitude, catching Hong Feng off guard.
He replied with a forced laugh, “Vice Governor He, you’re being too polite. It’s not too busy, as a secretary’s job is all about these things, mainly serving the leaders.”
After a pause, Hong Feng went straight to the point, “Vice Governor He, do you need something?”
Given that the relationship between He Yusheng and his boss was not close, and considering Hong Feng’s previous grievances towards He Yusheng, the two did not have much to talk about. Without further ado, Hong Feng went straight to the matter at hand.
On the other end, He Yusheng paused and then spoke with a smile, “It must indeed be hard on young brother Hong, but that’s to be expected when serving Secretary Nie–it would be strange if you weren’t busy. There are no trivial matters around leaders.”
After some polite chatter and attempts to mend the relationship, Hong Feng narrowed his eyes and said with a smile, “Brother He, the reason I’m calling you this time is to inquire whether Secretary Nie has time. I’ve heard that the cuisine at Su Garden Ecological Hotel in Hongcheng has some unique flavors. If Secretary Nie is available tomorrow evening, I’d like to invite him to try out the food there.”
“`
He Yusheng also knew that the times were no longer like they were during Zhang Tianyue’s era. Back then, Zhang Tianyue was old and not as assertive as Liu Yong. Although he held the top position, he probably had less influence than an average committee member. Compared with Secretary Nie, the difference was like night and day.
At this moment, if he didn’t take the initiative, he might soon lose his place at the table in Hongjiang.
Hong Feng was stunned. Today’s call from He Yusheng had taken him by surprise far too often. After a moment of reflection, Hong Feng said, “Vice Governor He, I’m not entirely sure about the leaders’ schedule for tomorrow evening. Let me check with Secretary Nie and get back to you.”
To He Yusheng’s credit, he showed not the slightest bit of displeasure. Over the phone, he repeatedly said, “Alright, alright, then I’ll trouble you, Brother Hong.”
Once the call ended, Hong Feng didn’t dare to delay. Having been by Secretary Nie’s side for a considerable time, it was in this moment that Hong Feng truly began to embody the role of a Provincial Committee Chief of Staff, a job he had not fully grasped during Zhang Tianyue’s term. Now, he was truly beginning to understand.
Hong Feng was well aware that within the system, especially at the level of Secretary Nie, the so-called conflicts were just empty talk. The main problems were actually differences in political opinion and entangled interests.
He Yusheng’s invitation wasn’t a trivial matter–it could even affect Secretary Nie’s plans and arrangements. This was no joking matter; hence, Hong Feng dared not conceal anything.
After knocking on the door, Hong Feng entered the inner office and saw Secretary Nie looking up at him. Hong Feng immediately said, “Secretary, He Yusheng just called, inviting you to have dinner tomorrow night at Su Garden Ecological Hotel.”
Nie Zhenbang was currently reviewing some documents provided by Li Wei concerning the recent personnel adjustments. Li Wei had marked several key positions with red pen and had listed detailed background and appointments for each candidate. From this list, Nie Zhenbang could clearly discern whom each person was aligned with, aiding in his overall assessment.
Upon hearing Hong Feng’s words, Nie Zhenbang felt a bit surprised. He sounded an “Oh” and set down his pen – He Yusheng’s invitation appeared rather urgent, and certainly unlike him to so readily lower his stance and ask for favors.
Nie Zhenbang’s understanding of He Yusheng, although not extensive, was profoundly insightful. He Yusheng’s character was typical of someone who was assertive; and although not extremely outstanding, his abilities certainly made him competent. This was evidenced in the previous confrontation between He Yusheng and Wen Baogui who was clearly kept under pressure.
The reason Nie Zhenbang had reservations about He Yusheng didn’t only arise from his assertive nature but also concerns about He Yusheng himself. From what he knew so far, although He Yusheng could be considered an able official, there were shortcomings regarding his children’s issues, especially the troubles revolving around Earth Company.
However, Earth Company, despite being implicated with He Miao, lacked substantial evidence. Moreover, the political landscape of Hongjiang Province had just stabilized; it was not the right time for major actions. Any drastic move might alarm the higher-ups. At the moment, not everyone at the core was supportive of Nie Zhenbang, and a poor impression with the leadership above could place them in a difficult position. Therefore, taking into account all these factors, Nie Zhenbang had been handling the Qingan County issue with care, tapering it off without making a scene.
Now, with He Yusheng’s abrupt change in attitude, Nie Zhenbang had some pondering to do. Clearly, He Yusheng was seeking to show his goodwill which also indicated he was becoming anxious.
In this moment, Nie Zhenbang was contemplating whether to accept He Yusheng’s gesture of goodwill.
After a moment of silence, Nie Zhenbang looked up at Hong Feng and asked, “Hong, did He Yusheng mention anything else?”
“No, that was all he said,” Hong Feng shook his head as he reported.
Nie Zhenbang smiled and nodded, “Exactly as expected. Even when lowering himself, He Yusheng retains some of his pride. This reassures me quite a bit. Had he completely set aside his dignity, that would no longer be He Yusheng, and I would have had to give the matter some thought. But now? I have no such worries. This attitude is actually the true reflection of He Yusheng under pressure.”
After a pause, Nie Zhenbang nodded and said, “There aren’t any plans for tomorrow night, are there?”
Understanding Secretary Nie’s implicit agreement, Hong Feng could recall the schedule without having to check any documents, and promptly replied, “Nothing as of now.”
Hearing Hong Feng’s answer, Nie Zhenbang responded with gravity, “If there’s nothing, then that’s perfect. Later, you get back to He Yusheng and tell him that I will be there on time tomorrow evening.” (To be continued. If you enjoy this work, you are welcome to vote and provide monthly tickets at .
