In return, the Church agreed to progressively relinquish control of Lipei and transition it to headquarters.

As soon as the vaccine capable of completely eliminating the virus was deployed, the Church would formally lease all of Lipei and its territories to headquarters for a period of three hundred years.

This was the biggest gain that the headquarters had earned in the Otherworld following the third interdimensional war. After the conclusion of the third interdimensional war, senior members of the headquarters proposed the idea of leasing Leber to establish their own Otherworld Gate.
