They had to learn the Sub-beastmen’s language at Lipei daily and then return to Shenghua Academy to take college courses.
When they first entered the Otherworld, they had just graduated from high school, and now they had essentially completed their college courses. Their impressive careers in the Otherworld also set them apart from other students.
In those three years, many things had happened. The group that had initially attempted to attack Lipei faced a public trial after three months of evidence gathering in Lipei. The ringleaders, Saiye and Pelas, were sentenced to death, and to deter others from conspiring against Lipei, the execution was carried out publicly.
The execution site was crowded with people, and Saiye and Pelas were no longer just considered criminals as the sound of gunfire resonated. The heavy burden on the people of Lipei had finally collapsed thunderously, heralding the arrival of a new era where no one could oppress them again, granting everyone from Lipei a brighter future.
As the district government’s functions continuously improved and stability in public order was secured, Lipei entered a phase of rapid development. An immigration quota policy attracted many from the Otherworld, including minority races such as the Elf Race and the Dwarf Race, with Wood Elves and Night Elves being the majority of these newcomers.
This was primarily due to Lipei’s progressive policies, which drew in many Wood Elves who had lingered at the edge of Ilanadale, and although Ilanadale had announced its openness, these single Elf mothers continued to harbor doubts about their homeland, preferring to migrate north to Lipei, hoping to give their children a fresh future.
The influx of Wood Elves exceeded the district government’s expectations; the initial quota system didn’t allocate much to Wood Elves, but they were unwilling to give up, resulting in them applying to increase the Wood Elf quota, which was approved.
Nevertheless, many Wood Elves couldn’t catch up with the quotas and had to settle in Lipei jurisdiction as illegal immigrants.
The incoming Wood Elves formed a Wood Elf Town within Lipei jurisdiction, where the population momentarily exceeded five thousand people, and, with the addition of numerous illegal stayers, the peak population of Wood Elf Town once reached over ten thousand people.
Regarding this, the district government turned a blind eye, still willing to provide necessary help to those staying illegally, just not acknowledging their status.
There were mainly two reasons for this. The first was the need for the Elf Planet Project; they had to attract enough Elves and hybrids using Lipei to ensure the smooth operation of the Elf Planet Project.
The second was Earthlings’ irrational favoritism towards the Elf Race, a bias so strong that Earth people were willing to make changes for Wood Elves.
Since the governing body of the district government was Earthlings, naturally, they were no exception, thus objectively forming a sort of preferential treatment on a racial basis and discrimination against other races.
Earthlings’ favoritism towards Elves had always been a source of dissatisfaction among Blaiqi people, who had repeatedly protested, hoping to increase the cooperation ratio of Blaiqi people. However, their complaints were quickly refuted by the district government.
This was because, within the quota ratio for the Human Race, the proportion allocated to Blaiqi people was already very high, almost half. Now that they still wanted to compete with minority races for quotas, it naturally aroused the dissatisfaction of the district government.
As mentioned before, the district government had an irrational favoritism towards Elves and was even willing to perform government functions for illegal immigrants. Therefore, they basically ignored protests against Elves, and since the Blaiqi people were initially unjustified in their complaints, they were easily refuted.
Now, surrounding the main city of Lipei, the jurisdiction had established nearly a dozen villages and towns. These ranged in size from a few hundred to tens of thousands of inhabitants, primarily located on the plains, while some villages and towns were situated in the Masya mountainous area to the west of Lipei.
The selection of village and town sites was meticulous, focusing on original development and ’first come, first served.’ That is, the original villages maintained their status quo, and new immigrants were allocated spaces accordingly. Furthermore, due to the needs of the Sub-beast Race, as initial immigrants, two villages of the Sub-beast Race were located within five kilometers of Lipei’s main city, falling within Lipei’s inner ring.
New Meila Village was established on the plains, whereas the Wolfman Clan preferred to stay deep in the mountains, thus choosing to build Leiyun Village in the Masya mountainous area.
Adjacent to the Wolfman Clan’s Leiyun Village is the Wood Elf’s Yiniya Town, a small town built in the mountain gorge by the Roen River. The population, including illegal immigrants, is consistently around seven thousand people all year round, making it a fairly large town in the Otherworld.
Yiniya, or Yiniyal, means "Elf" in the ancient language. Although Yiniya Mountain is in Xia Yue Island, this name does not belong solely to the Night Elves but to the entire Elf Race.
Interestingly, unlike the Wood Elves who prefer seclusion, the Night Elves enjoy integrating into society. Immigrant Night Elves prefer to stay in the city and do not hesitate to buy real estate to settle down.
Besides, they have also established a small town at the northern foothills of Lipei with a population of over seven thousand, just like the Wood Elves. They even named it Yiniyal Town, clearly challenging the Wood Elves across the river.
Yiniyal Town is no more than ten kilometers away from the main city of Lipei, essentially residing in the suburban area. Initially, the district government intended to adjust the names of the two towns because, in the Elf linguistic context, Yiniyal and Yiniya mean the same thing. However, it was later deemed unnecessary as both towns opposed the change.
As mentioned before, the Wood Elves follow tradition, whereas the Night Elves are anti-traditional, even in naming conventions. For example, in Xia Yue Island’s Yiniya Mountain Range, the Wood Elves adhere to the short syllable tradition, commonly referring to it as Yiniya Mountain Range.
However, the Night Elves go against tradition, preferring to call it Yiniyal, which adds a syllable compared to the Wood Elves. Fortunately, they did not go completely against tradition; otherwise, if they added something like Yiniyal Rasnar, it would have been troublesome, lengthy, and cumbersome.
As various villages and towns were established and stabilized, Lipei began to play its vital geographical role as a transit hub for Earth’s industrial products, capitalizing on the nodal function of Yazhi City.
The district government of Lipei initially defined Lipei as a wholesale distribution center for Earth’s industrial products, generating fiscal surplus through customs duties. Otherwise, Lipei, with no agricultural taxes, no industry, and no development of tertiary sectors, would have relied solely on national poverty alleviation for subsistence.
In addition, the country has an even more significant vision for Lipei, hoping to make the Chinese Renminbi (RMB) Otherworld-friendly through Lipei.
In Lipei, purchasing goods and other business transactions require RMB; the locale does not accept gold coins or US dollars. Merchants with gold coins must exchange their gold for RMB at banks.
Consequently, wholesale purchases by Otherworld merchants need to be settled in RMB, leading these merchants naturally to start stockpiling RMB.
The US Dollar entered the Otherworld after the Second Otherworld War and achieved some success. In countries like Odelanqi, although the main currencies are still gold and silver, there has been a move to settle transactions in US dollars. However, Lipei is key in breaking the US dollar’s hegemony in the Otherworld.
With Lipei’s clear positioning and layout unfolding, by the second year, the district government of Lipei had achieved a fiscal surplus, no longer needing financial input from the state. By the third year, they were essentially self-sufficient in food, no longer requiring national food input.
With the fiscal surplus, the district government also continuously developed Lipei’s infrastructure. The most typical project was the village-connecting roads, using concrete to link Lipei to various villages and towns.
By the third year, the total mileage of hardened roads within Lipei district had exceeded one thousand kilometers, essentially replacing the routes between villages and those leading to Lipei with concrete roads. This greatly improved the transportation environment and created new opportunities for trade prosperity in Lipei.
Furthermore, a railway from Lipei to Yazhi City was also in the planning stages. This railway was expected to stretch from Lipei to the Lower Roen River’s Bai Beach, directly transporting goods by train to the port and then shipping them worldwide by sea.
