Chapter 266
Chapter 266: Chapter 266
Song Guanchao carried her all the way home.
Fortunately, they did not encounter anyone on the way.
Upon entering the house, Song Guanchao went straight to the bathroom, set her on the toilet, and said, "Secretary, I’ll go and get your clothes."
Wu Qiangwei’s clothes were neatly folded on the bed: tops, pants, underwear, and undergarments.
Song Guanchao did not look more than necessary, he just picked them up and left.
"Secretary, I’ve put your clothes here."
He set down the clothes, turned, and left to avoid making her feel embarrassed.
After closing the door, Wu Qiangwei looked at the underwear and undergarments on top and sighed softly.
About fifteen minutes later, Wu Qiangwei came out in her changed clothes, still limping.
"Secretary, I will massage your ankle for you," Song Guanchao said, holding red flower oil, having been waiting for a while.
Wu Qiangwei sat on the sofa in silence, raising her sprained right foot.
Song Guanchao took hold of her ankle; it was slender with distinct bones, slightly swollen on the outer side.
He squeezed it and said, "The bone is a bit misplaced, you shouldn’t run for at least a week."
He poured on some red flower oil and applied his palm to her ankle, rubbing hard.
Wu Qiangwei’s body trembled slightly.
It hurt!
She pursed her lips to endure the pain, and Song Guanchao said, "Hang in there, it will be over soon."
After massaging for about ten minutes, Song Guanchao released his hands and stood up, saying, "There, done."
He glanced at the time, it was still early.
"You go ahead and wash up," Wu Qiangwei said.
"I’ll go downstairs for my clothes."
He too was wet, certainly not fit to go to work like that.
He fetched his clothes from downstairs and upon entering the bathroom, he felt something was off.
Midway through his shower, he stared at the hook on the wall and realized what was wrong.
Wu Qiangwei’s underwear and undergarments that she had taken off to shower were gone.
Did she take them while I went downstairs for my clothes?
Is she worried about me seeing them?
Thoughts swirled through Song Guanchao’s mind.
After finishing the shower, they went downstairs.
She was still limping a bit, but Song Guanchao did not assist her, as they had to be conscious of their public image.
Arriving at the City Committee, Song Guanchao cleaned the office and made tea before leaving.
At nine in the morning, Xu Xin came as usual with documents.
Song Guanchao delivered the documents inside, and upon exiting, he received a message from Wu Yun.
"Is there a meeting?"
"What meeting?"
"The steering group meeting."
"Any progress in the last two days?"
"I don’t know, that’s why I’m asking if we should hold a meeting about it."
Song Guanchao chuckled to himself; it wasn’t about having a meeting, the girl just wanted to chat.
It had been just one weekend since they last met.
After thinking for a moment, Song Guanchao typed out a line: "No need for a meeting, I happen to need to speak with you."
"What is it?"
"I’ll tell you when we meet."
Song Guanchao bought a cup of milk tea and brought it to her office.
The others were already used to it and found nothing unusual.
When they came out of the office, Song Guanchao said, "Do you know about He Sen, the former Mayor of Lingjiang?"
"Yeah, what about him?"
"Help me look into him."
"Sure." Wu Yun smiled delightedly; Song Guanchao had another task for her.
"That means you owe me another meal, and a movie."
"I remember."
"Oh, by the way," Wu Yun asked, "how did you spend this weekend?"
"On a work trip."
"Huh?"
Wu Yun was surprised by the answer; she had thought that Song Guanchao went on a date with Liang Jiajia.
Just as she was about to inquire further, Song Guanchao’s phone rang.
"The Secretary is looking for me; I need to go back," said Song Guanchao as he grabbed his phone to leave. After a couple of steps, he paused and said, "I might have to go out of town these next two days. If you need anything, just give me a call."
He was worried that his busyness lately might make the young lady feel neglected.
"Got it, you go handle your business," Wu Yun replied cheerfully, feeling that Song Guanchao still cared about her in his heart.
Song Guanchao returned to his office. "Secretary, you were looking for me?"
"Meeting in a bit."
Meeting?
What meeting?
"Okay," he responded, not bothering to ask since he would find out soon enough.
It was ten in the morning in the City Committee conference room.
Song Guanchao saw Secretary Lu, Li Jun, and a few unfamiliar faces in the meeting room.
He was clueless about the nature of the meeting, and Wu Qiangwei hadn’t mentioned it to him.
Feeling quite in the dark, he took a seat next to Li Jun.
Before the meeting started, he leaned in and asked quietly, "Brother Li, what’s the occasion for today’s meeting?"
"You don’t know?"
That question left Song Guanchao frustrated.
Yeah, as a participant, I don’t know!
Li Jun explained, "Recently, Mayor Zheng submitted a proposal to the provincial government to plan a new high-speed rail line to increase the transportation capacity of Lingjiang."
"The province seems to have agreed. They’ve invited engineers from the National Railway Bureau here, probably to survey the proposed route."
"If there are no issues with the route, the project will most likely receive approval."
Song Guanchao suddenly understood and felt a bit surprised as well.
As the old saying goes, if you want to get rich, first build roads.
Mayor Zheng’s economic development strategy was quite clear.
And daring, too.
Not just any city can build a high-speed rail. It’s expensive.
There are costs for building the rail itself and the challenges of compensating relocated residents, corporate partnerships, and other issues to address.
Plus, local governments typically play a supportive and coordinative role in high-speed rail projects, providing necessary resources and policy support for the construction and operation.
It’s rare for government leaders to submit applications directly; usually, the National Railway Bureau initiates the projects.
Cities that need to apply usually are less suitable for high-speed rail construction.
"Less suitable" could mean unfavorable geographical conditions driving up costs, or an economy that isn’t vibrant enough with little population mobility, making it difficult to recoup the investment and turn a profit.
Lingjiang, however, didn’t have these issues, and it already had a high-speed rail station.
Mayor Zheng planned to build a new station on top of the existing infrastructure, aiming to add a significant achievement to his personal record.
Song Guanchao made no judgment on this.
After all, high-speed rail benefits the people. Even if Mayor Zheng had personal motives, the overall result would be more beneficial than detrimental.
Several more people entered the room.
Secretary Lu announced, "Everyone is here; let’s start."
Song Guanchao looked around and quietly asked, "Isn’t Mayor Zheng coming?"
Given that he was the driving force behind this project, it would be odd for him to not attend.
Li Jun whispered, "Mayor Zheng has a distinguished guest to welcome today."
A distinguished guest...
Song Guanchao realized internally; that must be someone from the Gu Family.
"Firstly, let’s welcome the National Railway Bureau’s engineer, He Songming."
Secretary Lu led the applause, and everyone followed suit.
After the pleasantries and some rambling from Secretary Lu, which nearly put Song Guanchao to sleep, they finally got to the point:
the local government would actively support the preliminary survey work of the National Railway Bureau to facilitate project approval.
At the end, Secretary Lu named individuals from the Transportation Bureau and the National Development and Reform Commission, instructing them to fully cooperate with He Songming’s work.
Lastly, he looked to Song Guanchao and Li Jun, "Secretary Sun hasn’t been feeling well recently. For this high-speed rail project, will it be Secretary Li or Secretary Song who will take charge?"
Hearing Secretary Lu’s question, Song Guanchao felt quite puzzled.
For such a large project, normally, both the City Committee and City Government would delegate someone.
But judging by Secretary Lu’s words, it seemed he intended only one person to be involved.
As he wondered about this, he heard Li Jun next to him say, "Let Secretary Song take care of it."
