"Autopsy Officer Brian, since you’ve managed to get here, you must be someone in the know.

Not lashing out just meant it was like before, allowing those corrupt cops to shoot at him—waiting for the enemy to make a move before he could justify taking drastic action against his own people.

Without drastic action, how could he rightfully and legitimately eliminate his own people?

Without elimination, how could he clear enough of the profit chain for himself and then rise in ranks quickly?

To take what you want, you must first give.

Brian’s current ’giving’ was to pretend to be unaware, willingly stepping into the dangers laid out by the enemy, becoming a victim first, and then demanding ’compensation’ from the organization when he returned.
