He used newcomers to fight zombies for street control while exploiting the old and survivors for the same. Based on contributions and track record, survivors in the district were divided into classes, where the lower class could only obtain subsistence-level low-quality food and had to do the most work, always being on the frontline in combating zombies, with almost no access to medical resources.

Nevertheless, the leader now controlled one fifth of the southern district, where zombies were almost extinct. Of course, this was also because there were originally fewer zombies in the southern district. Inside his controlled territory, he established farms, ranches, and a prison and was currently planning to introduce community laws.

It is said that the leader’s Survivor Alliance had established a shipping trade route with East Base. He provided East Base with cement, steel, and coal in exchange for their weapons. All this benefitted from the leader possessing an industrial area in South City near West City. He originally planned to expand westward but abandoned the idea due to the high density of zombies there.

The Library Base officially started broadcasting, and their base was named Starlight Base, with the slogan of building a livable shelter. Those in the know said that Starlight Base was formerly a bandit group that had plundered over a dozen police stations in two northeastern city districts at the early stage of the zombie virus outbreak, possessing a large number of light weapons and having over 60 people.

Railroad Bridge Base was like a paradise, aside from Shana and Maya, people lacked interest in information from the outside world. Due to close dealings with Veteran Base, they had some understanding of the Survivor Alliance.
