East Town used to be the supply base supporting Day After Tomorrow City, with many volunteers still remaining locally. As a competent politician, the Mayor of East Town immediately used the East Town radio to issue a notice after learning of the revolt in the shelter, demanding everyone to unite and transport all supplies to the mine. To buy time, he ordered the East Town Police Station to blow up the highway bridge leading to the shelter outside East Town.
On the other hand, the Mayor also sent people to negotiate with the volunteers, trying to persuade them to join him.
The mine chosen by the Mayor was a good place with numerous bottomless tunnels that could be used for storing supplies and arranging accommodations. Outside the mine, there was a 0.5 square kilometer platform flanked by precipices on two sides and mountains on another, with only one road. As long as this road was blocked, the mine could be isolated from the outside world.

Shana spoke up, "The General isn’t wrong; his issue is that he still harbors some hope, believing humanity can survive the apocalypse. The younger officers are more realistic. When a zombie virus broke out globally, they stepped up to preserve a group. If, in a few months, humans overcome the zombie virus, these young officers are sure to stand trial, be spat upon by most people, and be etched in the history of shame. So after careful consideration, I think the young officers are braver than the Generals, more willing to take responsibility."
Xiao Wu disagreed, saying, "But you’re forgetting, aren’t you? The weapons and equipment soldiers have are provided by the public. The public provides taxes so that when danger comes, soldiers are expected to protect them. Like us police, we work hard, but we get paid; there’s nothing noble about our job. People hire us to improve city security and protect their safety and legal rights to the best of our ability, not to flee at the sight of a formidable foe, much less to turn guns against the citizens."
Su Shi said, "I agree with Xiao Wu’s view. When you’re in certain professions, there are things you must do. Xiao Wu’s police duty includes the obligation to rescue the public. If others don’t save people, they face moral condemnation; if police don’t, they will be punished by law."
While working on the side, Xiao Wen said, "I disagree. I believe we need to analyze specific situations. If the base doesn’t shut down, extinction is just a matter of time; without external help, they can’t withstand the influx of hundreds of thousands of refugees."
Everyone continued to discuss the situation while doing their bit, even if it meant wringing out a bit more water from their wet clothes, as a contribution to the group.
Struggling to her feet, Shana went to the window to launch a drone, observing the last five kilometers towards their destination. From the drone’s video, it was evident that after two kilometers, the terrain began to rise noticeably; the last two kilometers approaching the Southwest Distribution Area, although continuously flooding, had a depth of no more than 40 centimeters. The most dangerous spot was the third kilometer, where the water flowed faster and depth exceeded one meter.
Factories around the distribution center were mostly submerged. After the flood receded, silt was everywhere on the rooftops and roads, and some areas had clogged drainage pipes, likely to become stagnant water pits and, after the rain stopped, breeding grounds for mosquitoes and bacteria.

Lin Wu sat next to Shana, who showed him the display screen. It was a distribution center with dozens of train tracks filled with various colored trains. Some carriages of a few trains had been knocked off-track by the floodwaters, but most still stood on the tracks.
This is the Southwest Train Freight Distribution Center.
Several to over a dozen trains stood on each track, extending deep into the tracks to the Southwest Distribution Area warehouses. Even deeper were the warehouse areas sliced into blocks by the tracks.
Suppose a ton of Stone needed to be shipped out; first, trucks would transport the Stone to the warehouse, then the freight train would arrive at the warehouse on schedule, workers would load the Stone, and the train would return to the distribution center track to wait for departure.
The process for incoming goods was the same, the train reached the warehouse to unload, and the empty train left.
Shana raised the drone higher for a direct view of the area’s vast expanse, saying, "I don’t like this."
Neither do I. It’s too large an area, too difficult to guard; suddenly one day a group of people might show up. Lin Wu said, "But it looks like there are ample supplies."
