Maya did not answer the question; she couldn’t explain too much to Lin Wu about this matter. When creating Dawn, humanity had already considered the consequences of an unchecked AI. Designers trusted rules over moral constraints and didn’t believe that AI would always operate according to rules.
On the surface, Dawn trains the Guard Army, and the Guard Army protects Dawn. But in reality, Dawn demands that the Guard Army prioritize enforcing programs that restrict Dawn over obeying Dawn’s commands. If Dawn did not make this request, the Guard Army must destroy Dawn, a rule that is a priority conveyed by Dawn to the Guard Army itself.
