All this stems from the wager agreement between Fortress and Dawn."

The Earth Super City was built by Fortress Company, and the immigration of a million people to Earth was a huge project. Fortress Company didn’t ask for money; instead, they proposed a wager agreement to Dawn.

The Earth Super City’s land was divided into three categories: the first consisted of public facilities like police stations, roads, fire stations, city halls, and museums, which were owned by Dawn. The second was private land, where each immigrant would receive a house based on their score upon arrival on Earth. The third encompassed all other lands and buildings, such as shops, office buildings, and ports, excluding the first two categories.

The wager concerned the third category of resources. Suppose there were a hundred units of the third category; Fortress would take forty shares based on the agents’ points, leaving the remaining sixty for Dawn to manage. As immigrants settled in, a wealth gap would inevitably emerge, even without considering points.

For instance, Lin Wu had a high score, exchanging plenty of currency. Wanting to buy a shop, he could purchase one from Dawn, who was willing to transfer the land and buildings to the public. And so, Lin Wu could become the landlord of a shop. If Fortress Company were willing to sell their shops at a low price, Lin Wu could also purchase from them.

At the beginning of immigration, people didn’t have much currency, which was directly related to their points. The only resource Fortress Company had on Earth was the land and buildings they won in the wager, and they needed money for their capital operations. They might consider selling land and buildings early on to secure initial capital.

Thinking this way, Nightmare was almost certainly a Fortress agent. No wonder this person could take on so many exclusive tasks and had such good equipment.

Lin Wu asked, "As an ordinary player, should we kill Fortress agents on sight?"

Little White Rabbit: "I don’t think ordinary players have any financial ties with Fortress Company.
