Chapter 533: Preparation
Chapter 533: Preparation
The form of governance in the Mortal world had evolved over countless years into a well-established system. If it were to be transplanted here, with just a few modifications, it could be readily put into practice.
In the Cultivation World, although they too had developed over the course of many years, the goal of Immortal Cultivators was always to pursue higher levels of power, to aspire to become Immortals, and to seek longevity.
Naturally, very few individuals concerned themselves with the intricacies of governance. In the eyes of Immortal Cultivators, such matters were considered menial tasks that could hinder their progress in cultivation.
Hu Jian's proposal had garnered strong support from Wang Hong, and the others concurred with this approach.
After all, their faction had always stood out from the rest. Their Cultivators were trained rigorously, following a military-style discipline.
With the approval of this proposal, various subsequent matters were placed on the agenda. Establishing a nation was no simple task. It required the formulation of detailed regulations, the establishment of various positions, and the planning of personnel arrangements, among many other complex tasks.
After months of diligent work, the preliminary preparations were finally completed.
"East Master, these are the documents we have drafted over this period. Please review them," Xu Lun said, handing over a stack of Jade Scrolls. These documents were the result of extensive deliberation and represented the final plan.
Given the substantial differences between the Cultivation World and the Mortal Realm, it was impossible to adopt everything as is. Many aspects needed to be redefined.
Wang Hong accepted the Jade Scrolls and carefully examined them one by one. After a long pause, he finally set them down. This was the result of their collective deliberation. They were planning to establish a nation, and to distinguish it from secular nations, they would call their Immortal Cultivator's nation the "Immortal Nation."
Within the Immortal Nation, there would be a sovereign ruler known as the "Immortal King," holding the highest authority.
The appointment of senior officials would be decided by the Immortal King, and the appointment of mid-level and lower-level officials would also require the Immortal King's approval.
Beneath the Immortal King, there would be six ministries: the Ministry of History, the Ministry of Finance, the Ministry of Rites, the Ministry of War, the Ministry of Justice, and the Ministry of Works.
These six ministries would oversee different aspects of the nation and its officials, each headed by a chief secretary.
The Ministry of History would be responsible for assessing and promoting officials at the mid and lower levels.
The Ministry of Finance would oversee the population, taxation, various cultivation resources, and both internal and external trade.
The Ministry of Rites would handle propaganda and education within the Immortal Nation, beginning with the Mortals, to instill loyalty to the nation.
The Ministry of War would manage the military, including recruitment, training, and external conflicts.
The Ministry of Justice would oversee internal affairs and suppress those who opposed the Immortal Nation's system. It would have jurisdiction over officials from the highest to the common Mortals.
The Ministry of Works would oversee a range of cultivation skills, including Alchemy, tool refining, and Talisman Making, consolidating them all under its jurisdiction.
Underneath these six ministries, various levels of officials would be appointed, each with specific responsibilities and regulations.
These Jade Scrolls merely established the framework, and the specific appointments to these positions were still empty.
Wang Hong would need to appoint high-level officials first, and then these officials would be responsible for forming the lower-level officials.
"Well done, everyone. You've worked hard during this period," Wang Hong praised.
"It was not hard at all. East Master, we should decide on a name for our Immortal Nation," Xu Lun suggested. The name for the Immortal Nation was a decision only Wang Hong could make.
After a long period of contemplation, Wang Hong finally spoke, "I was born in the mortal realm's Chu State. Let's call it the Great Chu Immortal Nation."
"Excellent!" Xu Lun, who had also been born in Chu State, felt a sense of familiarity and connection to the chosen name.
In truth, the more than forty personal guards who had initially followed Wang Hong, as long as they hadn't perished, had all become key figures in this faction. Even those who had fallen in battle had ensured that their families and descendants were well taken care of.
Now that we've decided on the name "Great Chu," most of our subordinates should be quite pleased with it.
"East Master, where should our capital city be located as our Immortal Nation's seat of power?" As an Immortal Nation, we must have a capital city to serve as the center of our authority.
"Let's establish it in Azure Void City. The city is already there, we just need to make some modifications."
Currently, most of them were practicing on various peaks of Qingxu Mountain. However, it wouldn't be suitable to build an Immortal Nation's capital on a mountain. They would have to wait until they could relocate some Spirit Veins to enhance the Spirit Qi concentration in Azure Void City.
"All right, I'll take care of it. At the very least, we need to build a grand Royal Palace in Azure Void City."
"When it comes to building the palace, you can proceed as you see fit, without excessive extravagance."
Currently, Azure Void City had a sparse population, and most areas were empty. The palace could be built at the old city lord's residence, although it would require demolishing surrounding buildings and constructing the palace on the original site.
"In addition, the proposal also mentions building four Cultivation Cities within the Immortal Nation. You can start creating a prototype for the Immortal City now; it can serve as a foundation for future development."
Currently, their population was too small, with only a little over two thousand Cultivators, not enough to fill even one Azure Void City, let alone other Immortal Cities. However, the primary function of these four Immortal Cities was to facilitate connections between different regions and streamline governance.
After leaving Wang Hong's presence, Xu Lun immediately went to Azure Void City to prepare for the construction of the Royal Palace. With the sparse population in Azure Void City, it would be sufficient to relocate the population around the city lord's residence to other areas.
Meanwhile, others were busy preparing for the establishment of the Immortal Nation. Before the formal establishment, Wang Hong appointed temporary chief secretaries for each ministry. Their task was to advance the various aspects of the nation's plan and refine them in advance.
During this time, there were significant changes occurring in the Mortal Realm. Towns and cities that had been left desolate by the Demon Clan were slowly regaining their vitality. Most of the people settling in these areas were ordinary Mortals rescued from the clutches of the Demon Clan, and they had now relocated to nearby towns.
Their original countries had long been destroyed by the Demon Clan. Learning that new officials were coming to govern them brought a sense of security to everyone. Moreover, they heard about the newly established nation called the "Great Chu Immortal Nation."
"I heard that our new town mayor is actually an Immortal!"
A few Mortals were chatting while toiling in the fields of the newly settled town.
"I've known that for a while. Have you seen the little tree the mayor personally planted?"
"I've heard about it. They say that little tree can move on its own and even eat meat."
"I know that best of all. My son was selected to join the Demon Subduing Army. He told me that this little tree has tremendous effects. It's called a 'demon-hunting tree,' and it can devour flesh and blood, then bear a fruit that can be refined into Immortal Pills."
The elderly farmer was clearly proud of his son for joining the Demon Subduing Army.
"Tomorrow, I'll send my son to the Demon Subduing Army as well. I heard they pay high salaries."
Another farmer seemed envious and was planning to send his son, who was still wearing diapers, to the Demon Subduing Army as well.
