Being the world’s top survivor base, it housed many powerful individuals; it was said there even was a supreme being among them who had evolved to Level 7, with nearly a dozen or more Level 6 New Humans. Yet all these powerful people were split between the two factions. It was said that any New Humans above Level 5 seen in the Cloud Gorge Base were either from the Judgeship or the Hidden Dragon Council.

As for that supreme being who had evolved to Level 7, nobody knew who it was or to which faction they belonged. At times, rumors circulated that this supreme being was from the Judgeship, and other times, it was heard that they were part of the Hidden Dragon Council. Naturally, there were also rumors that the leaders of the Hidden Dragon Council and the Judgeship had always been the same person.
