At 1:30 PM, the multinational summit began on time and everyone engaged in a lot of polite but noncommittal discussions on topics like environmental protection, climate change, and assistance for the reconstruction of Chicken Snake Country.
Now, all the journalists had been ushered out of the meeting room, and the twelve presidents from the small countries of Heiside United Continent and the East Continent were led by their secretaries to their respective hotels to rest, waiting for the evening banquet.
In the meeting room, only Zhao Ling, the Presidents of Fatida and Libitelli from the Western Alliance, Federation Governor Steijie, House of Representatives Speaker Pelosi, and United Council Chairwoman Helena Mina were left.

"Have you talked to him? Is he willing to become a citizen?" Steijie asked.

Pelosi interjected at this point, saying, "That means you’re not offering enough, or good enough."
Zhao Ling laughed.
"Let’s be honest, he’s only 17, hasn’t seen much of the world, nor enjoyed the upper-class lifestyle. Now that he’s finally proven his worth, I trust the Emperor isn’t just making him empty promises, right?" Steijie said with a smile.
"Of course, we generally don’t talk nonsense in front of truly valuable people. We reserve those empty promises for the expendable ones. But as I said, he’s very stubborn," Zhao Ling replied.
"Stubborn? What does he care about?" Steijie asked.
"You might not believe me if I tell you," Zhao Ling shook her head.
"What could it be? We can give him anything. Is it possible he wants the sun and the moon?" Steijie said with a laugh.
"Stop beating around the bush. Can’t the power of your Yin Country satisfy a 17-year-old boy?" Pelosi said with a laugh.
Zhao Ling smiled without saying a word and turned to look at Helena Mina, who had been silent.
"Chairwoman, you seem to be deep in thought. Are you worried about something?" Zhao Ling said with a smile.
"It seems like you’re all overlooking his danger. He evaporated Wuliang City in an instant and indirectly killed a million people. I’m not saying this to judge him, but to remind the Emperor... You’d better tell us Wei Tianyang isn’t in Fengrao City..." Helena Mina said.

"Whoever obtains him will upset the balance of the world; that’s obvious to both of us," Zhao Ling said coldly.
"The key issue isn’t to whom he belongs, but rather... who can satisfy him. After all these days, you haven’t won his absolute loyalty. Why not let us try?" Pelosi persuaded.
"You can’t satisfy him either," Zhao Ling shook her head.
"What does he really want?" Steijie asked.
"He wants justice," Zhao Ling said.
There was a moment of silence.
Seeing that no one else spoke, Zhao Ling continued, "He’s only 17, his head is still filled with idealism, so his desire for justice isn’t strange."
"How can we give him justice?" Pelosi looked towards Steijie.
"No one can give it, justice is not just a phrase, nor is it a concept, and it certainly can’t be summarized by any action," Zhao Ling said.
"I think he wants to be a superhero. We could build a city just for that, throw death row inmates inside, then let soldiers go in pretending to be civilians..." Steijie pinched his chin, thinking aloud.
