For example, all Undead Cities have the function of continuously producing undead. Bury bones into the soil of an Undead City, and in just a day, they can be transformed into Skeleton Soldiers.

No necromancer needs to be involved, and not only that, the soil of the Undead City can somewhat enhance all undead.

For example, with the lowest-level Skeleton Soldiers, just bury them in the soil, and in three days at most, they will evolve into more robust Skeleton Warriors. With a longer incubation time, they can eventually evolve into Skeleton Warriors with bone armor and bone weapons.

This is still the basic function of an Undead City. Different Undead Cities can nurture a varying number of high-rank undead... Banshees, Dark Knights, Corpse Witches, Abominations, Bone Dragons.

No transformation rituals or necromancer involvement required, just need to throw in the materials, namely bones, and wait.

Even with a fragmented state of the graveyard now split into dozens of Undead Cities, for a necromancer, each Undead City’s value is higher than a Divine Artifact.

Even Noah, as an outsider, can see the value of an Undead City and even get a bit tempted. Any Monarch with strong ambition and a desire for conquest wouldn’t want to miss such a Divine Artifact that can endlessly produce troops.
