Before the Shadow escapees broke out, the Rebel Army was the United Government’s foremost adversary, once claiming many border cities including Zone 17 as their wartime frontlines.
With the appearance of the Gene Master, the Review Meeting was too preoccupied to deal with threats from border cities and the "Outside World."
"Ultimately, they believe the Rebel Army has mastered the training of Spiritual Energy."
"Nothingness" was somewhat aware of the United Government’s tactics. Criticism and bounties on the Rebel Army had already been in place since the end of the gold rush era, yet the army had not yet grown to its current scale, and the bounties themselves reflected the government’s stance.
If the Rebel Army didn’t provoke warfare willingly, the government preferred not to invest substantial manpower or resources into resolving disputes in the "Outside World," instead hoping to use bounties to incite conflicts between the Rebel Army, Neutral Countries, and Warlords. The emergence of leaders from the Esinvig-led Rebel Army gradually changed the Review Meeting’s view on them.

"Their ’Natural Awakenings’ have nothing to do with me, and that’s why I was asking you... Apart from you and me, there must be others who chose to remain. As far as I know, those Abnormal Creatures seem quite interested in the source of power for the Rebel Army’s leaders."
"So you came here for backup," he said.
"Strength in numbers, that’s a theory you proposed," "Nothingness" responded fluidly.
Back when he was still part of the upper world, this guy was known for calling in reinforcements for even the most trivial matters, rallying everyone over.
As everyone busied themselves, this guy would brazenly start shirking.
