Moments earlier, he had received all the information about Roger.
A native of District Seventeen, his father had once been a member of the Crime Analysis Section of the local Law Enforcers.
It was the tail end of the gold rush era, when a large number of criminals including Chai Ke swarmed into the border cities. Under the protection of the Foster Family, District Seventeen had faced its highest crime rate, and Roger’s father, while investigating a case, had survived but suffered from lingering health issues, forcing him to unwillingly retire from the Law Enforcers.
Roger had been influenced by his father from a young age, setting his sights on becoming a Law Enforcer himself.
However, he did not show much talent.
His compatibility with prosthetic implantations was extremely poor, and he did not possess any Psychic Abilities. When he tried to use drugs, he also had severe rejection reactions. Faced with this scenario, "Blue Eyes" could only think of one explanation.
There were huge errors in the theories of the Psychic Research Institutions, or rather, they had never truly understood Psychic Abilities.
He could access all the research reports on Psychic Abilities by the United Government up until now in less than a second, including ongoing experiments by the Purple Wisteria Academy, yet none could explain the changes happening to Roger.
According to the clues gathered by the company, way back in the Dark Age, those "messengers" at high positions in the Church possessed power comparable to war weapons.
"You have made him your messenger, and Vadim is also undergoing such a process."
"Blue Eyes" was eager to know the answers to these questions.
He knew that District Four was undergoing an unprecedented "experiment," with both parties involved demonstrating sufficient sincerity.
The mechanical creation before them was the key to their initial victory, and now, with the long time passed since the Dark Age, their technology had made breakthrough progress in various areas. According to the initial assessment of the plan, this was the weapon that could match the messengers.
"You’ve completely misunderstood. Roger simply found something he wanted to do, and thus the world responded to his wish," another voice interjected.

Before "Blue Eyes" could ask further, a gigantic steel body arrived on the terrace.
A petite blonde girl sat on his shoulder, a combination that seemed out of place with the surrounding environment.

Although like a fleeting thing, during his time in Atlantis, he had also briefly become a messenger of the Father God; the expanding Psychic Energy was enough to lift the entire underwater kingdom into the sky — a feat not achievable by human efforts, which even in his eyes, could only be described as a miracle.
The "Emperor" knew that similar changes had occurred in Roger.
He looked at the innocently-faced Song Lan, "You did the same when we were in Atlantis."
More than absolute power, he felt this was arguably the most terrifying aspect of Song Lan.
It seemed that merely at his whim, he could create someone capable of destabilizing the entire United Government at any time, any place.
"This is actually quite easy to understand."
Song Lan tried to explain the process in simpler terms, "You all should know about pay-to-win games, right? The same character, just change the art style and add a ’limited edition’ prefix, and its power can rightfully increase by several levels."
He felt the current situation was similar, "What you are seeing now is just Roger (District Four limited edition)."
When Comrade Roger fulfilled his wish, life would return to how it was before.
The same process had already been experienced once by both the "Emperor" and Diago.
Regrettably, the "Emperor" and others did not buy his explanation, still questioning, "Did you share your Psychic Energy with them?"
