The two men were planted within the venue by High Prosecutor Dominas. They were different from the mercenaries behind them; they were men he trusted, and there should not have been any hiccups.

Looking up, the sight of two rotating machine guns sticking out of the ceiling froze the "rat" with terror. He couldn’t believe what he was seeing after a blank period of a dozen seconds or so, then he incredulously looked at the hacker on his team.
The security system in the conference should have been paralyzed after the virus was uploaded!
The hacker’s equally incredulous gaze deeply pierced the "rat".
The two rotating machine guns, however, kept working. They whirred mechanically, their dark barrels already locked on to the suspects.
Obscurity or notoriety?
The cold barrel seemed to pose this question to him.
The "rat" knew that if he gave the order to blow up this wall now, the senators of the 17th District would see him charging out with a machine gun.
The "rat" braced himself and made a split-second decision.
His eyes hardened, then he tossed the machine gun more than ten meters away. Immediately, he put his hands up, facing the rotating machine guns overhead, his face a picture of resigned fearlessness.
"Don’t shoot!"
The "rat" yelled, "I have important information to surrender to you!"
