In the records of the United Government, temporal and spatial Psychic Abilities have always been the rarest, remaining realms unapproachable by the current level of technology. Among them, the only recorded time-manipulating Psychic was attending the Purple Wisteria College.
Although this young person’s ability development was still at a very nascent stage, barely able to slow down time in a localized area, both the Review Meeting and the Psychic Research Institution held great hopes for him.
They believed that once this young person fully developed his abilities, he might be able to bring time within the area to a complete standstill.

"It’s been a long time, Jasmine."
As Jasmine entered, a familiar figure seemed to have been waiting for her in the meeting room.
It was a severely hunchbacked old man dressed in a white lab coat, with tubes attached to his wrists and neck—visible parts of his skin—that carried nutrient solutions to maintain his basic vital signs.
Age spots covered every corner of the old man’s face, casting his visage in a dark and ugly light.
"This is a meeting between Six-Star rescuers."
Jasmine’s face darkened, not hiding her disdain for the old man. The moment she saw him, δ, who had been concealed in the walls, also began to violently sway, its agitated Psychic Energy nearly enveloped the old man several times before restraining the strong urge to kill, considering her and Jasmine’s situation.
"I know, but you need an expert to offer you advice."
The old man did not take Jasmine’s disgust to heart; he smiled faintly and took the principal’s seat at the meeting.
The atmosphere in the meeting room dropped to freezing point until Rose entered, shattering the deathly silence. Upon seeing the old man seated in the principal’s spot, she paused, and a fleeting look of aversion flashed across her eyes but was not as apparent as Jasmine’s.
Out of politeness, she nodded slightly towards the old man as a greeting before sitting down beside Jasmine.
Seeing her sister, Jasmine immediately started whispering with her, their behavior indistinguishable from students conspiring to cold-shoulder a classmate.
However, the old man merely looked at them with a benevolent gaze.
As the start time of the meeting drew nearer, with only three people present in the meeting room, just as Jasmine was beginning to think it would be only her and her sister at the meeting, two familiar figures appeared at the door.
"Mr. Lucky, Miss Mo Lian!"
She waved them over and called them to seats by her side before the old man could speak, placing a significant distance between their seats and the principal’s, the isolation was unmistakable.
"I’ve heard much about you both, especially you, Mr. Lucky. Your actions in The Second Region made a deep impression on me," said Song Lan, as his eyes emitted a pale blue light the moment he walked through the door, regarding Mr. Lucky much like a Yeying would gaze upon fresh meat from the city, not concealing his act of scanning with artificial eyes. "Your Psychic strength is one of the strongest I’ve ever seen; once the meeting is over, I wonder if you might have some time? I would like to invite you to visit my place."
"...Who are you?"
Song Lan didn’t like the feeling of being scrutinized.
"You may call me Jiu, just like everyone else. I’m the director of the Psychic Research Institution. We can help you develop your abilities more effectively," said the old man.
"Don’t believe him," said Jasmine coldly, without a hint of courtesy, "Go there, and they’ll treat you like their lab rats... and please, stick to discussing only the matters pertinent to the meeting."
It was the first time Song Lan had seen Jasmine display such strong animosity towards someone since getting to know her.
And Lu Xiang’s guess had been confirmed.
When they received the sudden notice of the emergency meeting, she had speculated that the director of the Psychic Research Institution would probably attend, representing an organization as renowned as the United Government and the Purple Wisteria College. On the way there, Lu Xiang had also filled Song Lan in about Jiu.
This man, over 170 years old, had a brilliant and splendid life. He’d lived through the Third War, participated in the establishment of the United Government, and founded the Psychic Research Institution. He was truly one of the elder statesmen of the United Government. It was said the Review Meeting went out of its way each year to extend the old man’s life with biopharmaceutical technology so that he could continue his research.
Aggressive experiments, conceptual armaments—any Psychic development project you could think of was led by him.
In a sense, Jiu was also a mentor to Jasmine and Rose.
