Without the help of a teammate, using these two rules, it may be possible to kill Phine.

However, once she acquired a teammate who could help her get close to the target instantly, or help her escape from danger immediately, the gap in her abilities would be filled. Subsequently, there would be too many variables when trying to kill her.
