The next plan was divided into two steps. The Crime Analysis Department would fully investigate the identity of the murderer who killed Chai Ke and Phine, while on the other hand, Lu Xiang took into account the suggestions of the Special Operations Team Leader and put the question of mental health on the agenda.

In order to implement the principles decided at the meeting, the department leaders collectively agreed to form a new department.
