Chapter 45: Chapter 45: What Merit or Ability Do I, Song Lan, Have?_1

The meeting ended amid a heated discussion.

The next plan was divided into two steps. The Crime Analysis Department would fully investigate the identity of the murderer who killed Chai Ke and Phine, while on the other hand, Lu Xiang took into account the suggestions of the Special Operations Team Leader and put the question of mental health on the agenda.

In order to implement the principles decided at the meeting, the department leaders collectively agreed to form a new department. They urgently needed a specialized section to resolve the emotional and mental health problems of the law enforcers. However, this was not the ultimate mission of this new department.

Once the Crime Analysis Department found the so-called "charitable citizen," the mission of this new department would truly begin, focusing on honing their negotiation and calming skills.

Considering the dangerousness of the "charitable citizen," aggressive measures were naturally not feasible. But that didn’t mean law enforcers would ignore such a dangerous individual.

After a fierce discussion, the operation to deal with the "charitable citizen" was given a catchy name: "Immerse ourselves among the people, understand what the people are thinking and hoping for, solve real issues affecting the people."

After all, their ultimate goal was to ensure the mental health of the "charitable citizen." As long as the latter could maintain their current state, it would undoubtedly be beneficial to the security of District 17.

Considering that the "charitable citizen" might be an inconspicuous ordinary person in daily life, the law enforcers sent to deal with them had to be special – not only needed they be able to mingle with the people, but also be good at communication, and able to establish good relationships with the public.

For the law enforcers of District 17, this was an entirely new field, no less difficult than pitting wits and courage against criminals.

What Lu Xiang didn’t expect was that when discussing the new appointment for the head of the department, the Administrative Department head proposed a name that instantly garnered everyone’s support.

For a long stretch of time in the past, someone in the Administrative Department had built an impressive resume:

Since joining the department, he had never argued with anyone, never vented negative emotions at anyone, nor spoken ill of anyone behind their back. More importantly, all who knew him had given him high appraisals. His friends spanned across many departments and rumors about him had already spread throughout the entire organization.

That person was Song Lan.

In District 17, it would be hard to find someone better suited to immerse themselves among the people than Song Lan.

Or perhaps, Song Lan was simply an ordinary individual among the ranks of the law enforcers. Except for when there was legitimate work to be done, he was virtually ubiquitous.

He maintained the relationships within the department, managed the relationship between the Administrative Department and the other departments, and recently even the declarations for salaries and activity planning—all could be entrusted to Song Lan.

However, after proposing Song Lan’s name, the head of the Administrative Department inevitably felt a sense of sorrow.

If Song Lan became the head of another department, he would lose a powerful ally. To put it bluntly, the others in the department could hardly be described as anything other than a motley crowd.

More importantly, once Song Lan left, their weekly free snacks would likely also depart.

It would not be an exaggeration to say that the strength of the Administrative Department would be reduced by at least 60%. However, for the future of District 17, the head of the Administrative Department had to reluctantly make this sacrifice.

...

...

...

That night, at home.

"That old bald... Head of the department!"

After listening to Lu Xiang’s summary of the meeting, Song Lan ground his teeth. He never dreamed that he would be sold out by the Administrative Department head after tirelessly working for the Administrative Department for so long.

Although this new department was also a civilian division and would not need to interact directly with criminals, just thinking about the substantial workload down the line was intimidating.

They had hundreds of people in their department, and if everyone came to him every day with their mental health issues, his leisurely life would become a thing of the past.

It was obviously he who was making a huge sacrifice.

After Lu Xiang said so much, Song Lan understood the true meaning of her words—the organization had decided to appoint him as the head of the Mental Health Counseling Department, and the vote was unanimous, with no opposition.

What seemed even more alarming was that the ultimate goal of this new department was to immerse themselves among the people and soothe the emotions of the "charitable citizen."

Song Lan wanted to point out that his emotional state was very stable and suggest canceling the department entirely.

"No doubt you are excited, after all, from tomorrow onwards, you will be the youngest head of a department in the history of the law enforcers in District 17".

Lu Xiang interpreted Song Lan’s reactions as excitement, "However, this is all a reward for your hard work all this time."

Despite being assigned to the most low-profile department among the ranks of the law enforcers, Song Lan did not choose to take it easy. He worked hard, was friendly to his colleagues, and readily helped anyone who needed it—ultimately leaving a lasting impression on the department heads across the board.

During the meeting, the department heads from each section expressed their approval of Song Lan. Even Captain Doug, who rarely praised people, was no exception. He often consulted Song Lan in private to help better comfort his team members.

They spent over half an hour complimenting Song Lan. The atmosphere made it seem as though it would’ve been inappropriate to attend the meeting without adding a few words of praise for Song Lan.

Only on this particular matter, did Lu Xiang not interrupt the department heads and let them shorten the meeting time. She patiently listened to every person’s praise for Song Lan, even feeling a bit happy inside.

Happier than being praised herself.

However, Song Lan looked pale.

These department heads made their actions of napping snacks from him sound so noble!

"Ahem, Director Lu, I am inexperienced, how can I be qualified to be the head of such an important department?"

"Don’t belittle yourself, I have always believed in your capabilities."

Song Lan thought the biggest problem was Lu Xiang. The boss of the law enforcers department had spoken. Who would dare oppose the transfer now?

"But my energy is limited..."

"Don’t worry, I’ve transferred a negotiation expert to your department who can provide guidance in professional matters. Furthermore, a senior member from the former Crime Analysis Department, with extensive experience, has also agreed to transfer to your department."

In fact, besides these two, a member from the Statistics department showed strong interest in this new department, but he was denied by his own department head.

"But..."

"There are no more ’buts’."

Lu Xiang stood up and walked to Song Lan, her hands on his shoulders. She looked condescendingly at him, speaking with great momentum, "The organization has made its final decision concerning your transfer. After the general meeting tomorrow, they will announce your appointment. Keep up the good work!"
