Back then in the "outside world", there were no established rebel forces, gold miners and criminals roamed the lands, surviving in harsh conditions. Thirteen neutral administrations signed an agreement with the United Government. They would build transportation routes for the gold miners and provide relay stations, receiving protection from the gold miners in return.

Then in 2155, after numerous visits by the delegation and countless meetings and negotiations, a series of new legal actions targeting gold miners was implemented by the United Government. It declared some of the gold miner gangs that had attacked the thirteen neutral nations as criminals. Any gold miner who plundered from the neutral nations would be pursued as a criminal.

Simultaneously, the United Government sent an ample supply of resources to these neutral nations, providing them with economic and safety protections. Among these resources, the nutrient injections developed jointly by Cloud Biological Pharmaceuticals and Tesla Tech were sent in massive amounts to various cities. The people of the neutral nations hailed this nearly free nutrient injection as the greatest invention of their century.

The nutrient injection successfully solved the problem of famine, leading every nation towards a flourishing path.

This prosperity lasted until the summer of 2158.

A massive outbreak of a plague erupted within the Seventh Country. Esinvig, who was then the Commander of the cavalry in the Seventh Country, was sent to investigate the plagued area.

This plague manifested without any signs and the source of transmission could not be located. Several days into their journey to the area, similar symptoms began to appear among the medical team of the cavalry.

The most evident symptom was a drastic change in behavior. After 3-5 days, the infected individuals would show strong aggression.

After several incidents of internal attacks within the ranks of the cavalry, Esinvig had no choice but to quarantine the infected. However, the medical team made no progress. They tried dissecting the bodies of the infected but made no discoveries.

This plague was undoubtedly the weirdest Esinvig had ever encountered.

The plague did not directly rob the afflicted of their lives; the cavalry noticed that almost everyone who died in the plague had fallen victim to attacks during their psychotic episodes.

The plague itself wasn’t lethal, but the infected became highly dangerous.

One day, after two weeks of struggles, Esinvig discovered a clue during a patrol—he witnessed two infected individuals fighting. The cavalry tried to intervene, but it was too late. One was pierced in the heart by a fence and died on the spot. However, at the moment the body fell, Esinvig saw something crawl out of the corpse.

Since the plague wasn’t lethal, the cavalry had been adopting the strategy of subduing the infected individuals. While the infected were aggressive, they did not obtain enhanced physical abilities from the plague. The patrolling cavalry could easily subdue them.

After further research, Esinvig discovered why they couldn’t find the cause of the disease.

This mechanical scorpion couldn’t survive outside of a human hosts.

Once the host died, the parasite would perish in a short timeframe.

The medical team believed that the parasite was the source of the plague, and this reminded them of a pre-war parasitic disease called schistosome. The parasite laid its eggs in snails, which took over the snail’s movements as they hatched and grew.

However, before the cavalry could investigate further, they received an urgent recall order from the Capital City.

After returning to the Capital City, the leader of the Seventh Country immediately relieved Esinvig of his command over the cavalry on trumped-up charges, and sent him and several key figures responsible for investigating the plague to prison.

There the document ended.

It was less a description of the "Patriot Plan" and more a chronicle of the establishment of the thirteen neutral nations, along with a biography of Esinvig’s early experiences. It didn’t quite fit the topic.

However, after connecting recent events, Lu Xiang grasped the meaning behind the "Patriot Plan".

The author of this document suspected that the eggs of the parasite, through the nutrient injections distributed by the United Government, had already entered people’s bodies.

This did indeed raise questions.
