It was purely about profit, not involving terrorists or cultists.

This was the true top tier of the world’s black market today, the Narrow Sea Convention Organization, the Thief Guild, the Gate of Truth, and the Evgeny Consortium, recognized as the Four Heavenly Kings. As times changed, the importance of the Narrow Sea Golden Waters grew, and the Giant Whale Guest’s family declined. The nations formed a convention organization, giving him an out.

In short, since the Beima connection failed, Aran’s pirate king henchmen were sent to connect with Doringger. Far East goods could take a longer route, given higher shipping fees, reaching the Narrow Sea and being sold at Aran ports.
