Director Zhang, still with a bitter smile, nodded, "As I’ve said, that establishment was personally green-lighted by Mr. Feng from our Bureau, and it’s under our jurisdiction. Moreover, it operates legally, within regulations, and pays taxes—how can it be closed down?"
