It's because they're lost I assume, so even if he does take over their body he can't use the gate because the lost don't have a physical body to return to, meaning Mordret won't return to the real world.I mean yea they could keep it just the masters and saint but there are probably other reasons such as keeping the prison hospitable and running, and what better candidates then lost who even if possesed can't be a liability and will just be kileld?
